Nature of Work
Responsible personnel work of a technical nature
Work involves responsibility for providing necessary technical support to those involved in a variety of duties relating to all aspects of the City's human resources programs. Employees in this position will be assigned tasks of limited difficulty. They may exercise supervision of clerical support staff in the absence of the section supervisor. Close supervision is received from a professional supervisor for accuracy of content and conformance with departmental and City policies and procedures
Essential FunctionsAids in providing information to employees regarding promotional or transfer possibilities, rights, obligations, available training opportunities, and benefits. Reviews all personnel action forms for accuracy of information, may contact departments for revisions or to correct inaccuracies. Explains policies and procedures, regulations and standards within established guidelines
Reviews, prepares and assures the maintenance of employee personnel records and files, as well as department inventories, and complies with records retention strategies and guidelines. Supports the employee orientation function, and appropriately responds to public records requests as required
May assist in coordinating interview processes by scheduling candidates and contacting panel members to conduct interviews
May assist in coordinating internal and external training sessions or partner visits by scheduling employees, reserving rooms or areas for use, and providing certificates of completion
May assist in researching or providing data regarding salary surveys or initial research for classification studies
May administer skills tests and assist professional-level personnel with test administration
May aid in compiling data for preparation of budgets or other special reports. Places employment advertisements with media sources within prescribed time frames and according to established protocol
May assist in interpreting union contracts
May assist in preparing and revising job descriptions
May assist with the review of employment applications
May act as a test proctor for, but not limited to, physical ability tests and oral boards examinations. The employee may be responsible for monitoring candidate performance and compliance with examination guidelines which may involve walking, running, climbing stairs, and other physical activities to properly assess candidates throughout the physical ability test
May act as a training proctor for established webinar and/or seminar training programs
Compiles information for and prepares routine correspondence and reports as necessary
Participates in special projects and city initiatives, as assigned
Performs related work as required
- High school diploma or its equivalent
- Two (2) years of human resources experience
- Customer service experience is preferred.
- Experience working in the public sector is desired.
Equivalent combination of education and experience beyond a high school diploma or its equivalent

If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
- To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of college/university transcripts of sixty (60) college credits or more, from an accredited institution, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
- Approved Credential Evaluation Agencies:
- An accredited four-year college or university in the United States, OR
- A current member of the National Association of Credential Evaluation Services (NACES), OR
- A current member of the Association of International Credential Evaluators (AICE), OR
- A recognized Professional Organization

Selection Preference for City Residents: In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:
A. Utility bill dated within 60 days of the date of submission
B. Valid Florida Driver License or State-issued I.D.
C. Property Tax Statement dated within 1 year of the date of submission
D. Properly executed valid lease agreement
E. Homestead Exemption dated within 1 year of the date of submission
F. Motor Vehicle Registration dated within 90 days of the date of submission
G. Official school records or transcripts, dated within 90 days of the date of submission
