POSITION SUMMARY:

The principal functions of an employee in this position are to perform a variety of semiskilled tasks involved in the design, fabrication, installation, maintenance, and repair of roadside traffic control devices that are used to regulate, warn, and guide traffic. This position will also perform traffic data collections using specialized equipment. The incumbent may be assigned to assist with the basic duties associated with the repair and maintenance of traffic signals and overhead streetlighting. All work performed is under the supervision and direction of the Traffic Division Lead, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the functions performed requires that an employee in this position establishes and maintains effective working relationships with the assigned supervisor, other City employees, and the public. Work is performed in an outdoor environment and in a variety of weather conditions and at heights up to 60 feet above ground level



WHAT YOU WILL DO:
  • Design, fabricate, install, and repair roadside traffic signs and devices used to regulate, warn, or guide traffic in accordance with the Manual on Uniform Traffic Control Devices.
  • Operate computer-aided software systems for traffic sign fabrication, using specialized equipment and materials to design, lay-out and manufacture traffic control signs.
  • Install temporary traffic control signing, setup and flagging for City of Nampa sponsored events and other City of Nampa affiliated emergency work areas.
  • Install overhead signage associated with signalized intersections.
  • Accurately verify and document all traffic-related installation, maintenance, and repair activities upon completion.
  • Maintain accurate GIS traffic sign, traffic signal, and overhead street lighting information within the City’s ARC GIS software application.
  • Perform inspections of traffic control devices that are maintained by the City of Nampa are clear of site obstructions, damages of vandalism.
  • Perform manual or automated traffic data collections such as traffic volume counts, traffic vehicle classifications and traffic speed studies.
  • Follow a range of established procedures, work methods and direct instructions.
  • Ensure proper installation and placement of traffic control devices within the City of Nampa.
  • Ensure that all assigned traffic installations, repairs, and maintenance activities are efficiently completed.
  • Ensure that all traffic-related work meets the established City of Nampa standards, policies, and specification requirements.
  • Ensure and maintain a working inventory of signs
  • Customize signs for special use as needed
  • Inspects new installations by contractors
  • Participate in cross-training with other sections within the Traffic Division.
  • Provide needed information and training on how to perform specific sign work tasks to new employees in the same or similar class of position
  • Participate in scheduled on-call shifts and non-scheduled call back shifts during non-business hours, weekends and holidays as required.
  • Attend meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

Assist and train personnel with the installation, maintenance, and repair of traffic control devices.
Communicate information to the public regarding the installation of signs near their property and answers questions while working in the field.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Thorough knowledge of current practices, procedures and functional services involved within a public sector of a municipal government.
Thorough knowledge of the City of Nampa roadways and intersections.
Thorough knowledge of the local applicable traffic laws, ordinances, and rules.
Thorough knowledge of the Idaho Motor Vehicle Code related to traffic sign operations.
Thorough knowledge in producing, erecting, and maintaining traffic signs.
Thorough knowledge of the Manual on Uniform Traffic Control Devices and the Standard Highway Signs handbook.
Thorough knowledge of traffic control device design, layout, setup, installation, maintenance, and procedures.
Thorough knowledge of methods, materials, tools, and equipment used in traffic signing, traffic control, electrical locating, and traffic data collection
Thorough knowledge of the characteristics and uses of appropriate materials commonly used in making traffic signs
Thorough knowledge of the hazards and safety precautions applicable to the traffic maintenance work
Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations

WHAT YOU WILL BRING:
REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
High School Diploma or GED is required.
Valid State of Idaho Driver’s License
2 years of traffic maintenance work experience related to functional area of assignments; and/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work and any combination of training, education, or experience equivalent to 2 year’s work experience in sign layout, production, installation, and maintenance.

PREFERRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
Traffic Control Technician Certified and Roadway Flagger Certified.
Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the willingness to quickly learn to use new skills and knowledge brought about by rapidly changing information and/or technology.
Ability to operate hydraulic press, wire cutters, electrical and electronic testing equipment, generator, line tracer, and various hand tools, motorized vehicles and equipment including utility service trucks, aerial lifts, and forklift trucks.

WORK ENVIRONMENT:
Performs outdoor physical labor for extended periods of time in varied weather conditions. Utilizes ladders at heights of up to 20 feet and performs work from a bucket truck at heights of up to 60 feet. Performs work around dust, chemical fumes, noise, moving vehicles and potential electrical current hazards
