Nature of Work

Under limited supervision, the Wastewater Collections Crew Leader assigns, oversees, and leads crews performing inspection, maintenance, repair, and operation of the City's wastewater collection system components to ensure effective operations in accordance with all applicable federal, state, and local laws, rules, and regulations.

Environmental Factors

Position functions 25% indoors with no notable adverse conditions and 75% outdoors in all types of weather conditions and traffic; exposed to mechanical hazards, explosives, burns associated with large pumps and motors, chemical fumes, hydrogen sulfide, methane, and other sewer gases and odors, sewage water mists high in bacteria and odor; may experience poor ventilation if required to enter confined spaces, such as pump rooms, sewers, and manholes
Physical Factors
Moderate to heavy physical work includes frequent climbing, crawling, bending, kneeling, stooping, and squatting. Uses a self-contained breathing apparatus (SCBA) and will involve working in confined spaces. Requires visual acuity (both far and near) and talking and hearing ability for use of two-way communication device. Ability to lift, push, and pull up to 100 pounds
Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Full-time; regular; non-exempt; union-represented position

This position is graded BC15

Duties and Responsibilities

  • Schedules, assigns, and oversees daily activities of work crew; inspects completed work ensuring it is in compliance with standards and safety requirements, provides on-the-job training to new employees, and instructs crew on proper work procedures; serves as technical support to other workers.
  • Provides input into performance evaluation of crew members; maintains work records and log books; serves as the acting supervisor as necessary.
  • Oversees, assigns, and ensures effective response to service complaints, effectively troubleshoots problems, and informs customer of necessary actions; provides expertise in the event of challenging or serious issues.
  • Operates, maintains, monitors, and controls wastewater collections equipment, including pumps, motors, aerators, blowers, chlorinators, chemical feeds, sludge equipment, and basic laboratory instruments to ensure treated water meets all applicable City, state, and Environmental Protection Agency (EPA) quality standards.
  • Collects, gathers, and compiles GIS information on manholes and sewer lines and uses GPS unit to update sewer map books and Arc View information; directs, installs, services, cleans, and repairs wastewater lines using a high-pressure truck and other equipment.
  • Directs, constructs, installs, and maintains sewer main lines and manholes using shoring, heavy equipment, concrete, brick, piping, and standard construction tools.
  • Operates heavy equipment, including a backhoe and sewer truck, and standard construction tools on work projects; ensures that traffic, public, and crew members are safe and are following safety regulations and procedures.
  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
  • Provides performance feedback, trains, and instructs employees to meet established goals and objectives; participates in staff evaluations with designated supervisor to provide impartial feedback regarding performance; assures that staff maintain safety standards and adhere to policies and procedures for efficient and safe operations.

Minimum Qualifications

High School Diploma, GED AND four (4) years of experience in wastewater distribution system and heavy equipment operation required. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy
Licenses/Certification(s)
Valid A commercial driver’s license with air brake and tanker endorsements required. Current NM Level Ill Wastewater Certification required. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies
