The Delaware Police Officer Standards and Training Commission (POST) Administrator reviews and examines the administrative operations, systems, and training programs for Delaware police agencies and its police officers. The POST Administrator ensures that law enforcement hiring standards, training, and certifications comply with applicable law and POST rules and regulations. The POST Administrator is responsible for the coordination of revisions, updating and publication of the standard operating procedures, training standards, and documentation. The POST Administrator also functions as the Records Officer for POST and liaison to Delaware Public Archives. This position performs analytical and administrative work with emphasis on planning and coordinating hiring, training, and certification activities among all Delaware police agencies and completes related work as required
The POST Administrator reports directly to the POST Executive Director and falls under the direction of the Police Officer Standards and Training Commission (POST), under the Delaware Department of Safety and Homeland Security (DSHS)

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Review police academy recruit applications for compliance, conduct police reciprocity reviews and administer POST Certification examinations, recommend, draft, and implement training curricula and standards. Provides input regarding statewide issues, policies, and decisions.
  • Maintain police agency and officer compliance with POST through review of hiring standards, training, and policies and procedures.
  • Correspondence/report writing, attend, facilitate, and perform on-site inspections. Identifies training needs of staff, coordinates the procurement of training by contracted vendors and other law enforcement agencies, ensures training is provided to maintain certification, maintains training records, and prepares reports mandated by law.
  • Prepare and facilitate decertification hearings and proceedings.
  • Complete special projects, public Archives Records Officer related work.


Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • Possession of a bachelor’s degree or higher from an accredited university.
  • Experience with police training and practices, police training academies, policy standards and documentation.
  • Experience using a wide range of various computer programs and automated criminal justice applications/databases.
  • Experience in planning, developing, coordinating, and implementing investigations.
  • Experience in determining compliance with laws, rules, regulations, standards, policies, and procedures.
  • Experience in narrative report writing.
  • Experience in civil, criminal, or administrative proceedings.
  • Experience in providing testimony before boards, commissions, administrative bodies, or court officials.
  • Experience in program evaluation which includes evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
  • Experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
