POSITION SUMMARY:

General Statement of Duties
Directs, plans, organizes, and administers daily operations of the Nampa Municipal Airport; performs other duties as required or assigned.

Distinguishing Features of the Class
The principal function of an employee in this class is to direct the daily operations of the Nampa Municipal Airport. The work is performed under the supervision and direction of the Public Works Transportation Director, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over outside contractors and Division staff. The Airport Superintendent must courteously and professionally represent the City in Airport matters and the Airport in City matters. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Airport Commission and aviating public. The principal duties of this class are performed in a general office environment.

ESSENTIAL FUNCTIONS:
  • Develop and implement ongoing operational goals and policies for the airport; including evaluating, analyzing, and documenting results and preparing reports.
  • Develop and implement the annual budget, including calculating costs, authorizing approved expenditures, and documenting results.
  • Maintain a positive relationship between the City and airport tenants and guests.
  • Provide a positive City presence on the Nampa Municipal Airport, as well as in airport related activities both public and private.
  • Coordinate Federal and State grant processing.
  • Manage capital improvement projects, including describing projects, issuing specs, analyzing bids, selecting contractors, monitoring construction projects, and approving contractor payments.
  • Manage and performs general maintenance, including doing some repairs, hiring contractors, authorizing projects, and approving expenditures.
  • Manage lease and rentals, including the waiting lists, issuing invoices, receiving payments, and accounting for payments.
  • Ensure public and operational safety and security at the airport, including coordinating with city police and fire.
  • Plan, supervise, and evaluate the work of division personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate; or makes
recommendations about the change of status of other employees.
  • Assume responsibility for other duties as required or assigned.
  • Provide needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Attend meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
  • Advertise, develop and manage airport contracts.

ADDITIONAL FUNCTIONS:
  • Keep the Public Works Transportation Director and Airport Commission and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Respond to citizen's questions and comments in a courteous and timely manner.
  • Communicate and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Maintain a working environment free of fear and intimidation.
  • Treat employee's concerns with consideration and respect, regardless of the supervisor's own perspective on those concerns.
  • Maintain an effective and respectful work environment.
  • Adapt to changes in how business is conducted, and work is accomplished, in a positive and timely manner.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
  • High School Graduate or General Education Degree (GED): Required
  • Associate's Degree (two year college or technical school) Preferred, Field of Study: Aviation Management or related field
  • 6 plus years of experience in Aviation Management or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks; and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
  • Considerable knowledge of administrative principles and practices, including goals setting, program development, implementation and evaluation.
  • Considerable knowledge of principles, practices and techniques of general aviation.
  • Considerable knowledge of materials and techniques of aviation and facility construction, maintenance and repair.
  • Considerable knowledge of City code, Federal aviation regulations and environmental rules.
  • Ability to establish and maintain effective working relationships with assigned supervisor, other employees, and the general public.
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
  • Ability to understand and follow oral and/or written policies, procedures, and instructions; use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions; and prepare and present accurate and reliable reports containing findings and recommendations.
  • Integrity, ingenuity, and inventiveness in the performance of assigned tasks.

WORK ENVIRONMENT:
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions. Work may also include outside conditions, employee should be prepared for all weather conditions.
