Duties

The physical worksite for this position is located in Alexandria, Virginia.This position is telework and remote eligible per agency and business unit discretion/policy.

Major Duties Of This Position Include

  • Designs and develops new training programs, seminars, and/or lectures and supporting documentation.
  • Plans and monitors new technical training courses to determine the effectiveness of training modules, materials, and instructors; identify issues; and recommend solutions.
  • Develops and maintains document management policies, guidelines, and procedures for preparing training materials including tracking and inventory of these materials and training plans.
  • Plans and coordinates all logistics regarding training events and prepare reports.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. BASIC REQUIREMENT: Applicants must meet A or B below to satisfy the basic occupational requirement for Training Instruction Series 1712, all grade levels.

  • Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
  • Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For GS-09

In addition to the basic requirement as stated above, applicants must meet one of the following to qualify for the GS-9 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-7 level in the Federal service. Examples of such experience may include: assisting with the planning and coordination of logistics for training events; collecting and consolidating training data and identifying significant trends; and participating in the development of course materials, aids, devices, etc.

  • OR applicants may substitute successful completion of 2 years of progressively higher-level graduate education or master's or equivalent graduate degree (such as an LL.B or J.D if related). (36 semester hours, 54 quarter hours, or the equivalent).
  • OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements.

For GS-11

In addition to the basic requirement as stated above, applicants must meet one of the following to qualify for the GS-11 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of such experience may include: planning and coordinating some part of the logistics for training events; compiling and analyzing training data; developing training, course materials, aids, devices, etc., and assisting in the evaluation of training results.

  • OR applicants may substitute successful completion of 3 years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent).
  • OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

For GS-12

In addition to the basic requirement as stated above, applicants must meet the following to qualify for the GS-12 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of such experience may include: planning and coordinating all logistics for training events; planning and developing training, course materials, aids, devices, etc.; evaluating training results, and administering training program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.
