The Naval Undersea Warfare Center Keyport Division (NUWCDIVKPT) Detachment Pacific (Code 04/TDC) functions as NUWC’s forward presence in the Middle Pacific, Guam, and Western Pacific (WESTPAC) providing Detachment/Site Management in accordance with the Commanding Officer's (CO) letter of delegated authority to provide for program management, planning, policy, and execution of assigned programs and facility operations at the Detachment; monitor Safety and Occupational Health (SOH), physical and information security, personnel administration, including Equal Employment Opportunity (EEO) and professional development and morale, environmental compliance, appropriate interaction with all levels of Government and public affairs functions, site and area coordination for emergency preparedness, facilities management and space utilization, site material readiness, proper use of Government equipment and proper expenditure of funds, and adherence to good management practices and controls; manage the Detachment/On-Site Office (OSO); perform Navy programs duties under authority; manage military personnel allowance in accordance with Navy regulations, including Article 15 authority (non-judicial punishment); and serve as the Command's representative to the local installation CO or facility host in negotiating for utilities, security services, and facility maintenance. Divisions supported within this task are Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45).
Reporting to the Program Manager, the Secretary II will support administrative tasks for Combat System Ship Qualification Trials (CSSQT) and Developmental, Integrated and/or Operational Testing (DT/IT/OT) testing of U.S. Navy and Foreign Military Support (FMS) ships on the Hawaii Detachments Support Services contract. This position is located in Oahu, HI.
- Provide administrative support for USW Combat System technical Test & Evaluation (T&E) requirements
in the office and during TDY at the test ship’s homeport - Provide visitor control by maintaining a log, validating security clearance letters, assigning visitor
pass/badge, maintaining sign in/out log, notifying host of arrival and ensures visitor arrives at the
appropriate location. - Prepare or coordinate visit requests for Government personnel traveling to external Government
commands or Contractor facilities in accordance with established security processes and procedures.
Maintain a log of personnel on travel and provide related administrative support to the Government
lead. - Prepare and research appropriate foreign travel requirements for Branch personnel.
Provide typing and editing of technical and administrative documentation. - Compile, format, edit, prepare and route shipboard T&E reports for review and approval.
- Finalize, reproduce, and distribute final reports and/or associated documentation after final
Government approval is complete. - Copy, scan, reduce, fax, bind, route, file, distribute, archive, shred, and dispose of applicable technical
and administrative documents. - Receive, verify/edit, revise/reproduce, maintain, and distribute USW and ASW CSSQT test data, and
program technical documentation consisting of messages, work requests, correspondence, test
procedures, test plans, and reports. - Maintain the Code 242 Branch test operations schedule.
- Review, revise, update and prepare brief packages, presentation materials, program briefings, handouts,
viewgraphs, and related materials. - Maintain the Test Observation Report (TOR) database for all test operations.
- Perform cryptological key user in accordance with established procedures.
- Perform information technology/cybersecurity functions to include attaining/maintaining the required
qualifications necessary to perform classified data transfers. - Maintain and update building layouts of computer systems, drops and outlet serial numbers.
- Monitor and maintain office supply inventory. The Contractor shall identify items requiring.
replenishment prior to depletion and provide item information to the Government lead. - Maintain a log for international cell phones.
- Maintain logs of technical manuals, procedures and drawings as a Documentation Control Point.
- Prepare, maintain, and provide documentation for training requirements, qualifications, accreditations
and certifications for all personnel in accordance with established procedures. - Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- The ability to obtain and maintain a Secret clearance is required for this position.
- HS Diploma required.
- Total of two (2) years in business, Government, or military experience in administrative/office operations.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Desired Qualifications:
- Total of five (5) years in business, Government, or military experience in administrative/office operations.
- Proven experience in MS Office Suites. i.e., Outlook, Word, Excel, PowerPoint, PDF, etc.
INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $22.36 - $25.71 per hour.
