
This Lead, Contracts (Contracts Manager) position is working in the Agile Development Group (ADG) division, a dynamic division focused on pioneering next-gen technologies in areas like Unmanned Air Systems (UAS/UAV), Advanced Radar Systems, cutting-edge weapon systems, and RF sensor technologies, which is part of the L3Harris Technologies Space and Airborne Systems Segment. This position is responsible for managing contracts from cradle to grave for both government and commercial contracts. The Contracts Manager will play a key role in overseeing the programs’ customer relations and supporting the administrative tasks involved in securing and executing prime and subcontracts to deliver innovative products and services such as preparing proposals, leading negotiations, managing contract awards and modifications through contract closeout for contracts which support the mission critical products, services, and support of business pursuits.
Essential Functions:
- Self-starter who can work independently with minimal supervision.
- Ability to handle multiple assignments and achieve program goals and meet deadlines in a fast-paced environment.
- Responsible for RFP and solicitation review and risk assessment, proposals strategy and preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts and programs.
- Partnered with L3Harris Program Management, Contracts serves as the primary communication conduit between L3Harris and its customers and maintains official contractual records / concepts repository.
- Leads customer negotiations alongside the Program Manager for both government and commercial contracts.
- Assisting in proposing and negotiating contracts for the company’s products and services in prime and subcontracting environments.
- Champions and leads the program contracts change management process.
- Managing intellectual property and data rights and any IP or Data Rights issues.
- Advises business unit leaders and management of contractual rights and obligations.
- Ability to clearly present information to a broad audience, inclusive of higher levels of management, as well as peer associates.
- Communicates effectively and continuously within and outside of own function and business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary.
- Explains, interprets, and gains cooperation on complying with L3Harris policies, procedures and practices, as well as contractual requirements.
- Ensuring compliance with federal procurement regulatory requirements and providing the primary customer interface on related issues.
- Providing in-house guidance and training on federal procurement regulatory matters to Program Managers, Division staff, and other stakeholders.
- Negotiating terms and conditions with both government and commercial customers.
Qualifications:
- Active Secret clearance is required.
- Capable of working in a classified environment, such as a SCIF.
- Bachelor’s Degree and minimum 9 years of prior relevant experience.
- Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Preferred Additional Skills:
- Current Active Top Secret preferred.
- Recognized subject matter expert with in-depth knowledge of contract management practices.
- Strong expertise in FAR and DFARS regulations and addressing Government CPARs.
- Ability to guide teams through compliance during proposal development, negotiation, and contract administration.
- Proven experience negotiating terms and conditions with government entities and prime contractors across various contract types.
- Familiarity with working alongside DCMA, DCAA, and other federal agencies.
- Experience managing intellectual property and data rights and any IP or Data Rights issues.
- Experience in negotiation terms and conditions with both government and commercial customers.
- Experience with managing complex contracts of all types (CPFF, FFP, T&M, CPIF, FPIF, etc.)
- Highly self-motivated with the ability to manage multiple contracts independently.
- Strong proficiency in Microsoft Office Suite.
- Exceptional interpersonal skills, with experience working collaboratively in a diverse, multidisciplinary, and fast-paced team environment.
- Strong work ethic and a dedication to contributing to the organization’s success.
- Excellent communication skills (written, verbal, and presentation).
- Professional Contracting Certifications preferred.
