Position Summary: With over $1.5 billion in operating expenses, the Office of Pupil Transportation (OPT) is the arm of the New York City Public Schools (NYCPS) dedicated to providing the students of New York City with safe, reliable transportation. Over 150,000 students utilize yellow bus service, with about 8,000 buses operating each day.
The Executive Director of Fleet Management and Safety is a critical member of the Department’s student transportation leadership team. Under the Senior Executive Director for Student Transportation, with broad scope for the exercise of independent initiative and judgment, the position leads strategic school bus capacity planning and manages and leads the development and implementation of policies, goals, objectives, practices, and procedures in support of the Department’s school bus program.
The Executive Director serves as the chief advisor to the Chief School Operations Officer related to strategic coordination of the vehicles, staff, and 60+ contractors that power the NYCPS’s school bus system. Performs related work.
Reports to: Senior Executive Director, Student Transportation
Direct Reports: Managerial and non-managerial staff, including operations and account management experts.
Key Relationships: Relationships will be fostered with all levels of staff and management within OPT as well as other NYCPS and state offices, principals, parents and the school community.

Responsibilities
School Bus Workforce
- Partner with school bus companies to recruit quality drivers and attendants into NYC’s school bus fleet.
- Design and supervise the pre-training, onboarding, and clearance procedures for NYC school bus drivers and attendants.
- Provide for the continuing professional development of school bus staff.
- Ensure accuracy of school bus employee rosters.
- Review investigative reports, both substantiated and unsubstantiated, to ensure that school bus contractors have addressed all allegations.
- Ensure that the NYCPS complies with all applicable laws and regulations regarding school bus drivers and attendants.
- Ensure that NYCPS and school bus companies maintain a detailed record of school bus vehicles and bus yards servicing NYC students.
- Supervise the NYCPS’s vehicle and bus yard inspections program; issue violations as needed based on inspection results.
- Ensure that the NYCPS complies with all applicable laws and regulations regarding school bus vehicles.
- Monitor the performance of the school bus fleet; oversee the provision of regular vehicle maintenance to ensure safety and operational efficiency.
- Oversee monitoring of driver behavior to ensure a high level of customer service.
- Ensure that all school bus vehicles are equipped with GPS; analyze data to increase business operational efficiency.
- Utilize GPS systems to monitor drivers and track vehicles.
- Ensure compliance with transport laws and regulations.
- Respond to accidents.
- Manage the NYCPS’s school bus insurance program.
- Manage projects related to the modernization of NYC’s school bus fleet.
- Develop and supervise a dedicated team to support school bus contractors.
- Develop a comprehensive strategy for evaluating and improving vendor performance.
- Develop and maintain standard operating procedures for vendors; produce guides and training to help school bus companies understand their responsibilities.
- Ensure that the NYCPS adheres to the terms of its contract with transportation contractors.
- Keep up-to-date regarding the terms of the contracts the NYCPS has with its school transportation contractors.
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- Candidates with an MBA or MPA or an ASQ certification.
- Strong management skills related to the improvement of computerized and/or transportation platforms in a company or organization.
- Successful experience in senior-level management and transportation operations.
- Experience in policy making.
- Ability to make critical analyses in determining courses of action.
- Ability to prepare written reports and presentations clearly and concisely.
- Strong leadership skills.
