Job Duties:

The Virginia Beach Police Department is 800 members strong. The Records Unit of the Administrative Division employs forty-five civilians and several sworn personnel. The Public Safety Data Services Assistant I & II (PSDSA I/II) positions report to the Support Services Supervisor and is engaged in work pertaining to the processing of warrants, protective orders, and transactions through the Virginia Criminal Information Network (VCIN) and the National Criminal Information Center (NCIC).

  • Provide data entry, search, and retrieve information into/from VCIN, NCIC and the police records management system as well as other state and federal databases, in accordance with established regulations

  • Receive, organize, and disseminate information and inquiries coming into the office, ensuring appropriate deadline requirements are met within Local, State, and Federal standards

  • Maintain cross-referenced electronic and/or paper files

    • Research and verify information pertaining to specific records to reduce duplication and ensure accuracy in compliance with state and federal audit standards; as appropriate,
  • Evaluate records (such as protective orders or warrants) and seek clarification from the issuing entity (court or other law enforcement agency)

The assigned work schedule may be day, evening or midnight shift and weekend work is required. After the initial training period, employees are assigned to a shift based on where the vacancy exists. The day and evening shift schedules are five 8-hour days/week or four 10-hour days/week. The midnight shift is four 10-hour days/week. Employees must be able to work various shifts, weekends, and some holidays in response to operational needs (with reasonable notice). Employees on the evening and night shift schedule receive a 5% differential in addition to their salary.

Minimum Requirements:

PSDSA I MINIMUMS: High school or GED plus six (6) months experience in fields performing administrative and/or clerical functions; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. The appropriate certification (level A or level B) as an VCIN/NCIC operator must be obtained within six (6) months of employment and maintained continuously throughout the course of employment in this classification.

PSDSA II MINIMUMS: High school or GED plus 6 months experience in fields performing administrative and/or clerical functions
and 6 months experience performing the functions of a PSDSA I or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must have and maintain a Level “A” certification as a VCIN/NCIC operator continuously throughout the course of employment in this classification. Must have demonstrated the ability to independently and proficiently operate the VCIN/NCIC terminal, process Warrants and work with minimal errors.

SPECIAL REQUIREMENTS: The Virginia Crime Information Network (VCIN) system is administered by the Virginia State Police. CJIS/VCIN/NCIC certification is required, in addition to the successful completion of a background check, candidates must have U.S. citizenship or be a lawful resident of the United States and eligible for naturalization. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Personnel assigned to the Police Support Services must be able to work rotating shifts in a 24/7 environment (days/evenings/midnights) including weekends and holidays and be available to work overtime when required to meet operational needs. Other positions within this classification may also be required work rotating shifts in a 24/7 environment (days/evenings/midnights) including weekends and holidays and be available to work overtime when required to meet operational needs. Employees assigned to these positions are paid shift differential pay per City policy.

Preferences:

  • Previous employment as a Public Safety Data Services Assistant or comparable position which included VCIN duties is highly desirable
  • Experience using computers and working in a variety of systems to include, familiarity with police systems (NCIC, VCIN, local police records management systems)
  • Experience maintaining complex/detailed records
  • Familiarity with police codes and terminology
  • Ability to multi-task and respond to competing priorities
  • Data entry experience
  • Experience processing confidential information
  • Knowledge of legal forms and documents relating to warrants, summonses, court orders, background checks, sex offender registry or felon registrations is desirable
  • Previous experience with law enforcement/public safety
  • Experience in an environment with conflicting deadlines
