A $4,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.

  • $1,000 will be awarded in the first paycheck.
  • $1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
  • $1,750 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.

The City of Virginia Beach Department of Human Services is seeking to hire an Intensive Forensic Discharge Planner for the Adult Correctional Services program in the Behavioral Health Division.

The Ideal Candidate will be registered with the Virginia Board of Counseling as a QMHP or higher level Licensed Mental Health professional, have experience working with adults with serious mental illness/substance abuse in a correctional setting and with the court system, experience linking with community resources and services, conducting assessments, discharge planning and working with a interdisciplinary team.

Duties:

  • Assist with the planning, development, implementation, and scheduling of direct services in Adult Correctional Services.
  • Provide advocacy, monitoring and discharge planning for clients with a serious mental illness/substance abuse at the Virginia Beach Correctional Center.
  • Provide discharge planning and linkage to community resources for inmates that are released into the community.
  • Provide comprehensive assessment of case management needs of inmates.
  • Screen/evaluate inmates with a serious mental illness to determine suitability for mental health substance abuse services.
  • Provide in jail restoration to competency services.
  • Complete intakes, assessments, individual service plans, updates, discharges and compiles other information in support of program and licensure requirements.
  • Provide clinical documentation and assures that all filing of clinical information and submission of billing information are done accurately and within the time frame required.
  • Coordinate pre-screens through Emergency Services, criminal commitments to State hospitals, and provide face to face contacts with inmates returning from State hospitals.
  • Monitor medication compliance.
  • Provide SOAR services.
  • Participate in case consultations; maintain daily Cerner service logs; provide informational progress reports to referral sources.
  • Chair designated staff meetings as assigned.
  • Meet with supervisor to report on progress of program and problem-solve client or programmatic situations.
  • Attend regional and/or community workshops or conferences relative to substance abuse and mental health issues.

Minimum Requirements:

MINIMUMS: Requires a four (4) year degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and three (3) years experience in fields providing the required knowledge, skills, and abilities and associated with such positions as Mental Health Counselor, Special Education Teacher, or Social Worker OR any combination of education (above the high school level) and/or experience and training equivalent to seven (7) years in fields providing the required knowledge, skills, and abilities. Must have, or obtain, a current and valid drivers license. SPECIAL REQUIREMENTS: Must be registered with the Virginia Board of Counseling as a Qualified Mental Health Professional (QMHP) or higher level Licensed Mental Health professional. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
