The responsibilities of this position are to administer and enforce the provisions of the Montgomery County Stormwater Resolution and ensure the compliance of Montgomery County with State and Federal Clean Water Act Phase II requirements. Also enforces all zoning and technical codes relative to the Building Codes department.


Minimum Experience: Three (3) years of work experience in site design, pollution prevention and controls, or plans review; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.


Minimum Education: Bachelor’s degree from an accredited college or university in Environmental Science, Earth Sciences, Engineering, Public Administration or related field.



Certifications, Licenses:

  • Must possess a valid driver’s license
  • Must obtain Tennessee Department of Environment and Conservation (TDEC) Level I and II Erosion Prevention and Sediment Control certifications within 12 months of hire date.
  • A pre-employment criminal background check is required.




GENERAL POSITION DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

  • Provides an excellent experience for all customers by demonstrating courteous and cooperative behavior when interacting with the public and County staff.
  • Enforces the provisions of the Montgomery County Stormwater Resolution.
  • Responds to drainage compliance complaints.
  • Assists in the review of drainage and erosion control plans to ensure compliance with local regulations.
  • Conducts inspections of construction sites to ensure drainage and erosion control structures are installed in accordance with the approved plans.
  • Performs final inspections after completion of construction of drainage and erosion control structures.
  • Performs data collection and mapping of stormwater drainage structures to be included in the County’s Geographic Information System (GIS) geodatabase.
  • Attends meetings, seminars, and training sessions as required to remain knowledgeable in the field and to promote improved job performance.
  • Maintains detailed records, inspection reports, case files and related documentation.
  • Enforces all zoning and technical codes relative to the Building Codes Department.
  • Performs administrative functions such as answering telephones, taking and relaying messages, making presentations, and issuing building and plumbing permits.
  • Other duties as assigned.



FISCAL RESPONSIBILITIES

This position has no fiscal responsibilities.



COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:

  • Represents the Building Codes Department to other County departments, elected officials and outside agencies; coordinates Building Codes Department activities with those of other departments and outside agencies and organizations.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.



SUPERVISORY RELATIONSHIPS:

Reports to the Building Commissioner. Work is performed under general supervision and is evaluated for proper interpretation and application of laws and regulations, effective customer relationships, and accuracy in documentation. Incumbent has no supervisory responsibilities.



JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES



Knowledge of:

  • Working knowledge of construction techniques, inspections and basic engineering principles related to environmental protection, flood plains, erosion control and stormwater regulations.
  • Working knowledge of legal processes involved in encroachments, land acquisitions, and other land development issues.
  • Working knowledge of municipal project facilitation, coordination and contract execution related to environmental and infrastructure projects.
  • Working knowledge of engineering/environmental mapping, inspection and tracking software.
  • Administrative policies and procedures of the County.
  • County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
  • Current office practices and procedures.
  • Computer software consistent for this position.


Skill in:

  • Identifying technical and operational problems and recommending appropriate corrective actions.
  • Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
  • Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Researching and understanding complex written materials.


Ability to:

  • Understand and learn existing County ordinances, maps, laws and regulations governing residential and commercial properties.
  • Read and understand reference books, complicated procedures and manuals such as building code books, blueprints, etc.
  • Apply judgment and discretion in resolving problems and interpreting policies and regulations.
  • Perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.

WORK ENVIRONMENT:

Work is performed in a typical indoor office setting and in the field with adverse environmental conditions and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.



PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:

  • This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and requires walking on uneven terrain, stooping, kneeling, crouching, crawling, climbing stairs and ladders, and reaching with hands and arms.
  • Work may involve mobility over rough or difficult terrain. Work may also be performed above or below ground, to include heights over 10 feet, as well as underground crawl spaces.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work is generally in a moderately noisy office setting and in the field with adverse environmental conditions including inclement weather and hazardous conditions including mechanical, electrical, fumes, odors, dust/mist, chemicals and exposure to insects.
  • Use and normal maintenance of office machines, (copier, computer, printer, etc.).
  • Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
  • May require dealing with persons who are hostile or aggressive, posing threatening conditions.
