This position is located in the Office of Program Monitoring (OPM) in the Department of Housing and Community Development (DHCD). The mission of DHCD is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia. Incumbent is responsible for coordinating the highly complex development and implementation of housing and community development projects resolving unusual or critical problems and identifying key variables that influence decision-making in a multi-faceted environment.

Duties and Responsibilities

The incumbent administers, directs and supervises the Office of Program Monitoring (“the Office”) which includes the functions of quality assurance (internal auditing and program monitoring) and contract compliance (labor standard compliance, environmental reviews, and fair housing compliance). Ensures that funds are properly used, labor standards are met, and projects adhere to environmental protocols. Sets priorities, goals, and coordinates activities within the Office. Provides day-to-day supervision, assigns personnel and tasks, and establishes internal policies and procedures for the Office’s functions. Advises subordinates on strategy, analyzes complex housing regulations, and ensure staff adherence to compliance processes. Directly supervises a team, including reviewing leave requests, recommending promotions, and ensuring audits and assessments align with federal and district regulations.

Monitors the Departmental fiscal, administrative and programmatic compliance with Federal and District rules and regulations. Develops and administers operational policies and procedures specifically for the Office's assigned functions, ensuring adherence to. housing programs, environmental reviews, and fair housing laws. Advises senior management, including the Director, Deputy Director and other officials on procedural and programmatic matters related to compliance I Interprets complex housing regulations, ensuring that legal and procedural complexities are addressed. Participates in meetings with senior officials and external stakeholders, advising on management policies with compliance implications. Provides insight on balancing compliance needs with program goals, helping leadership make decisions that align with both fiscal and programmatic objectives. Plans operations, special projects and new and improved activities ensuring that the work plans align with compliance goals such as meeting housing and financial regulations.

Qualifications & Education

Candidates must possess one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience experiences, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled such as knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations, knowledgeable of budget and purchasing policies and procedures, Microsoft Office, Word, Excel, and PowerPoint, and the ability to communicate effectively, orally and in writing to convey information, compose reports and make recommendations.

Tour of Duty: 8:30 AM - 5:00 PM, Monday – Friday

Duration of Appointment: Management Supervisory Service (MSS), “At-Will”. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan, Series, and Grade: MS-1101-15

Salary: $127,030 - $177,839 Based on qualifications and funding

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
