Position: Airport Operations Officer I
Status: Non-Exempt
Reports to: Operations Manager
Location: San Bernardino International Airport
Salary Range: $28.06 - $36.61 per hour with full benefits
DEFINITION
Under direct supervision, patrols the Airport premises and facilities; monitors operations; provides security, safety, and emergency assistance when needed; greets, assists, and provides information to the public in the performance of routine duties and special assignments; ensures compliance with Federal Aviation Regulations (FAR), the Airport Operations Certificate, and other airport rules, regulations, and ordinances; administers secure access to the airport; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from the Airport Operations Manager. May receive general oversight and direction from Lead Operations Officer. Exercises no supervision of staff.

Knowledge Of
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Must possess mobility to work in the Air Operations Area (AOA) and airport facilities and surrounding premises; strength, stamina, and mobility to perform medium physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied tools and airport-related equipment, and to operate a motor vehicle and visit various airport sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
Environmental Elements
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

Essential Duties

- Ensures continuity of airport operations at San Bernardino International Airport and its Fixed Base Operator (FBO) airport, including safe operation of aircraft, public safety, security, communications, and public services.
- Monitors airport operations and provides guidance and direction to ensure compliance with safety and security requirements set forth by the Federal Aviation Administration (FAA) and the Transportation Security Administration (TSA), such as Federal Aviation Regulations (FAR) Part 77, 139 and Code of Federal Regulations (CFR) 49, Part 1542.
- Ensures overall safety on the airfield and on airport premises.
- Performs inspections of the Air Operations Area (AOA) and airport facilities and reports accordingly; inspects runways, taxiways, and ramps to regulatory standards; inspects airport premises, parking lots and airport roads.
- Inspects security access equipment and doors, windows, and gates to ensure security; reports irregularities.
- Ensures compliance with the provisions of the Airport Certification Manual (ACM), Emergency Plan, Vehicle Access Plan, Airport Rules and Regulations, Wildlife Management Plan, Security Program and other plans required to comply with applicable local, State and Federal regulations.
- Ensures the upkeep and operation of airport facilities and infrastructure.
- Carries out the duties of the Wildlife Management plan, mitigates the potential negative impact that airport operations has on wildlife and as appropriate with the use of a firearm.
- Conducts wildlife mitigation on airfield using trained airport owned wildlife K-9.
- Enforces airport rules and regulations with regards to tenants and other personnel.
- Assists in the coordination and supervision of construction activity on the Airport.
- Assists in aircraft salvage and operational emergencies with airlines, tenants, operators and outside agencies.
- Assists in the monitoring of the Storm Water Pollution Prevention Plan in accordance with the Best Management Practices guidelines. Enforces Part 1542 regarding access and identification of persons within the Security Identification Display Area (SIDA).
- Records data such as property damage or personal injury claims, unusual occurrences and malfunctioning of machinery or equipment for use of management staff.
- Assists with enforcing noise abatement procedures by receiving and logging noise complaints.
- Assists in the development and coordination of the Part 139 mandated Emergency Table-Top and Full-Scale Emergency Drills.
- Acts as liaison between airport tenants and the various maintenance departments of the airport to ensure timely response to tenant concerns.
- Occasionally assists in fueling activities at the FBO airport.
- Establishes, maintains, and fosters positive and effective working relationships with those contacted in the course of work including the. public, vendors, contractors, and agency staff.
- Assists in staffing the airport communications center when needed.
- Conducts UAS flights on and around AOA as needed.
- Performs other duties as assigned.
Qualifications
Knowledge Of
- Basic principles and practices of airport operations, airport security and aviation management.
- Applicable local, state and federal rules and regulations governing the use and operation of airports.
- Current developments in the field of airport operations and security management.
- Airport building and airfield layout and basic maintenance practices.
- Modern office practices, methods, and computer equipment and applications related to the work, including word processing, database, and spreadsheet applications.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and agency staff.
- Coordinate the diverse activities required to maintain the proper standard of airport operations.
- Analyze situations quickly and objectively, and determine and implement a proper course of action.
- Prepare narrative and statistical reports and maintain and prepare and maintain accurate records.
- Obtain and maintain a Part 107 Remote Pilot Certificate.
- Prioritize multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
- Use English effectively to communicate in person, over the telephone, and in writing.
- Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to the completion of the twelfth (12th) grade supplemented by some college-level coursework in airport/aviation administration and six (6) months of experience working at a general aviation, military, or commercial service airport or one (1) year experience working at an airport aviation business that provides services such as aircraft maintenance, fueling of aircraft, aircraft charter, or flight training. A Bachelor’s degree in airport/aviation administration is highly desirable.
- Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
- Successfully complete background check to obtain and maintain federally mandated security clearances where required.
- Completion of a 10-panel drug screen for all substances deemed illegal by the Federal Government
