Title: Safety Technical Specialist.

Department: Manufacturing.

Status: Salary (Exempt).

Schedule: Monday - Friday 8am to 5pm.

Summary

Function: Helps to monitor company EHS policies, and ensures compliance with all applicable federal, state, and local regulatory requirements at TOK America. Assists in the development and implementation of EHS initiatives and protocols in accordance with TOK America corporate safety policies, investigates and analyzes potential and existing hazards and risks, and supports departments to implement risk mitigation measures, when necessary, at TOK America.

Scope: Responsible for the overall assigned environment, health, and safety related operations at TOK America.

Essential Job Functions

  • The essential functions of this position require prioritizing and completing all assigned tasks in a timely and efficient manner, adjusting for changing priorities and availability of resources, and demonstrating initiative in identifying additional job-related tasks to be completed when time permits. The amount of time performing each function may vary day-to-day. All duties shall be performed in an efficient and professional manner in accordance with the company policies and under the direct supervision of a designated supervisor.
  • Conducts weekly site inspections, plans, develops, and conducts safety training for employees, with particular attention to those in positions of higher risks.
  • Tracks, analyzes, and maintains records of safety activities, accidents, and incidents and ISO 14001 activities.
  • Investigates accidents and incidents, reports findings to the upper management as well as TOK Japan EHS department. In case of an accident required medical treatment by a physician, reports to Third Party (for workers’ compensation claim).
  • Manages the Safety Data Sheets (SDS) program and supports customers.
  • Advocates and promotes 6S implementation for the entire work environment at TOK America.
  • Assist in the development of written Hazardous Waste management procedures, audits, and training of employees.
  • Conducts JHA (job hazard analysis) and mitigate risks related to various operations and processes.
  • Assesses appropriate environment, Industrial Hygiene, and safety measures and regulatory requirements for new product development, process development, process expansion (scale up), and process modification at the Oregon Plant. Works with various groups such as R&D, Manufacturing Technology, Facility, and Manufacturing Departments to implement all appropriate and/or required safety measures.
  • Ensures vendors, contractors, and third-party employees are compliant to the company health and safety standards.
  • Implements written environment, health and safety programs, ensuring safe working conditions for all employees and compliance to company safety policies as well as all laws and regulations.
  • Represents the company with governmental agencies and other organizations concerned with public and employee EHS.
  • Support emergency response plan according to TOK America ISO procedure (for evacuation, life safety, ERT Response, first aid, etc.)
  • Aid in conducting internal audits.
  • Perform other necessary duties and tasks as requested.

Required Education & Experience

  • B.S or M.S or an equivalent education in Occupational Safety, Industrial Hygienist, Environmental Management, or a related field in science-related coursework and/or relevant professional experience.
  • A minimum of 2-3 years’ experience working in health & safety management or equivalent knowledge.

Required Personal Skills

  • Basic understanding of environment, Industrial Hygiene, safety management principles & programs, and policies.
  • Familiarity with environment, health and safety standards, laws & regulations of federal, state, and local levels, including but not limited to DEQ, EPA, OSHA, dangerous chemical hazard control, fire and building codes, SDS and GHS rules.
  • Willing to work with Plant Manufacturing Group as a hands-on, boots-on-the-ground EHS management that will build relationships with operation teams and employees.
  • Demonstrated leadership skills as well as being a team player to organize and manage project team.
  • Ability to effectively communicate in English (both oral and written) – beneficial to be bilingual in Japanese, but not a requirement.
  • Outstanding communication and negotiation skills
  • Proficiency in use of personal computer and Microsoft Office systems is required
  • Ability to professionally present data and reports when meeting with both internal and external customers.
  • Ability to complete clear analyses of business situations and offer recommendations of course of action.
  • Ability to effectively present complex information in group settings.
  • Have stable, verifiable work history with excellent attendance record.
  • Must be comfortable working within a chemical manufacturing environment.
  • Possess the ability to plan, organize, direct, and control/monitor events and activities.

Preferred PERSONAL SKILLS

  • HAZWOPER certified.
  • ISO Auditor certified.

Working Environment

There is a potential for exposure to hazardous conditions and/or materials. This position requires employee to remain alert and observe surrounding areas and conditions to identify, recognize, and respond to potential obstacles, safety concerns, hazards, threats, property conditions requiring attention, unauthorized and/or dangerous persons, and emergencies. This position works in a variety of settings, including offices, manufacturing areas, and outdoors. Includes frequent exposure to job-related hazards, inclement weather, hazardous chemicals, and loud noises from working equipment. Outdoor settings involve a variety of property and site conditions, including open spaces, urban development, flat, hilly, and uneven terrain, stairwells and staircases, and other uneven surfaces that may present tripping hazards and/or other dangers that require diligence in observing and heeding site conditions to ensure safe work. The work environment is fast-paced, high-pressure, and must be performed with an emphasis on quality and working safely while avoiding distractions and interruptions. May need to work weekends and irregular hours in emergencies.

Job Related Physical Demands

  • Perform duties in a safe and efficient manner while wearing appropriate and required personal protective equipment including steel-toed shoes. Follow all safety regulations and protocols. Demonstrate knowledge and understanding of proper body mechanic/ergonomics and use correct body position/mechanics, tools, or work aids to work, move, maneuver, guide, or place objects or materials.
  • Work for extended periods of time in a stationary position (possibly up to 60 minutes or more without an opportunity to substantially change position) while consistently grasping, moving, and manipulating documents, office supplies, computer equipment, and other business tools and materials.
  • Move to, from and within our building and across company-related property or field site locations with consistently uneven terrain. Movement to, from and within property locations may occur during inclement weather, extreme temperatures, rain or snow, strong winds, and during low visibility and low light conditions (e.g., evening, early morning, fog, etc.).

Personnel must successfully complete a program of on-site classroom instruction or on-the-job training that teaches them to perform their duties in a way that ensures compliance with all job requirements. Prior experience and/or certification that can be verified will be considered in evaluating training requirements.
