Job Description Summary
The Facilities Deputy Director - Construction and Operations Maintenance is
responsible for performing administrative, management, supervisory and
technical duties. Oversee the planning, design, capital construction and
major maintenance projects from inception through completion. Monitor
expenses. Perform customer relations functions. Develop and implement
operational policies and procedures. Duties include acting as Interim Director
in times of absence of Director or as assigned.

Administration - 60%
Proactively communicate and respond at an upper managerial level to
telephone, email and in-person inquiries concerning capital and major
maintenance projects from county personnel and the public.
Provide information based on considerable knowledge of county programs,
standards and codes. Take prompt and appropriate steps to address customer
concerns.
Decide on correct procurement method and contracting method, as well as
overall scope of work. Attend pre-bid or pre-proposal meetings to provide
information and expertise as required.
Create construction documents and updates files using AutoCAD.
Review and score requests for proposals in conformance with established
criteria.
Review bids and make recommendations. Review scope of work, estimates, and
appropriate in-house charges for budget requests and monitor expenditures on
projects.
Perform on-site inspections. Oversee matters and ensure quality on projects.
Review and create contracts and legal documents for validity and
appropriateness.
Provide input based on expertise and observations at division meetings or
county meetings. Maintain knowledge of codes, legal issues and regulations.
Supervise staff in area of responsibility. Administer and make recommendations
for routine personnel matters affecting subordinates, including
recruiting, interviewing, hiring, training, assigning, scheduling,
granting leave, appraisals, and taking corrective action.
Conduct performance evaluations and communicates short- and long-term goals
and objectives. Submit personnel records and reports as required by the
County.
Assist and advise subordinates as necessary, resolve problems as non-routine
situations arise, and ensure adherence to established policies, procedures
and standards.
Communicate changes in policy and procedures to direct reports and implements
them as directed.
Prepare effective group presentations to include (Bid Documents, Requests
for Proposals, Requests for Information, etc.) using office automation
and technology
Create annual capital and preventative maintenance request spreadsheet.
Regularly review content and timeliness of documents prepared by architects,
engineers, support contractors, staff, etc.
Oversee, respond to RFI's, bid questions, change submittals and
contractor change orders
Manage the project and oversee the progress
Operations - 25%
Track data for operations staff productivity and time on tasks utilizing work
order management system.
Create reports and track statistics for departmental goals and objectives.
Create cost savings analysis annual spreadsheet for inhouse versus contracted
services.
Supervise operations staff and is able to assume duties during absences.
Operate building automation systems and edits time of day schedules,
start/stop codes, and holiday schedules.
Provide technical assistance for troubleshooting equipment issues.
Operate snow equipment and machinery as needed.
Report for duty during emergency situations afterhours, weekends or on
holidays.
Operate technology equipment to include card access, surveillance systems,
intrusion, and fire alarms.
Coordinate annual inspections for mechanical and alarm systems.
Ensure that backflow devices, elevators, and boilers receive annual
testing an certification.
Cover for Operations Manager during absences.
Communication and collaboration - 10%
Maintain the trust and confidence of the Operations Manager, Senior Project
Manager, and Director.
Maintain constructive working relationships with peers, subordinates,
superiors, administrative staff and other county departments.
Maintain good relationships with all contractors, sub-contractors,
staff, community and county department representatives.
Exercise sound, independent judgment
Must be able to coordinate multiple projects at any one time.
Conduct monthly department safety training and annual snow meetings.
Communicate changes in policy and procedures to direct reports and implements
them as directed.
Ensure department staff follows MS4 criteria.
Perform Director duties during Director's absence.
