The Program Supervisor I plays a critical leadership role in overseeing workforce operations across one or more workforce offices and Board areas. This position ensures staff alignment with agency goals, drives consistent and high-quality service delivery, and strengthens partnerships with local stakeholders. As a front-line leader, the Program Supervisor supports field operations, supervises staff, and fosters collaboration across diverse geographic locations

The Program Supervisor I performs routine (journey-level) administrative and supervisory program work. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment

You Will Be Trusted To
- Provide daily oversight of staff in operations across one or more workforce offices and Board areas, ensuring alignment with organizational goals and a high-quality work environment.
- Recruit, hire, and onboard staff, ensuring the right talent is in place to meet operational needs.
- Manage performance through the PPR process, including setting job standards, conducting performance reviews, and ensuring staff meet or exceed expectations.
- Oversee time and leave management, ensuring accuracy and compliance with agency policies.
- Train, coach, and support staff across locations to ensure consistent and compliant service delivery.
- Build and maintain relationships with employers, community leaders, educational institutions, and other workforce partners to support workforce development strategies.
- Supervise and coordinate teams across virtual, remote, and in-person settings, promoting effective collaboration among regional offices and stakeholders.
- Monitor performance metrics, analyze data, and resolve operational challenges to drive continuous improvement.
- Leverage technology to streamline operations and support staff across multiple sites.
- Communicate clearly and professionally, both verbally and in writing, with an emphasis on regional strategies and public presentations.
- Identify and train Complaint System Representatives (CSRs), ensuring proper intake, investigation, and resolution of complaints in accordance with state and federal guidelines.
- Perform other duties as assigned.
- Six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Acceptance into a TWC Internship or TWC Apprenticeship will satisfy the minimum qualifications.
- Minimum of 3 years of proven management experience, demonstrating a strong track record of leading and supervising teams.
- Minimum of 2 years of experience in project management, including successful planning, implementation, and execution of projects.
- Minimum of 2 years of experience managing budgets or tracking expenditures at the program or department level.
- Demonstrated experience in public speaking and effectively communicating complex information to diverse audiences.
- Proven ability to conduct strategic planning and implement operational improvements.
- A strong understanding of the unique needs of ISAM customers, including:
- Workforce Boards: Collaborating to align staffing and service strategies.
- Career Schools and Colleges: Supporting compliance and oversight functions.
- Foreign Labor Employers: Ensuring adherence to foreign labor certification requirements.
- Employer Services Staff: Leading and guiding staff in delivering Wagner-Peyser services.
