Duties And Responsibilities

Reporting to the Talent Acquisition Manager, the Talent Acquisition and Career Services Specialist is responsible for assisting a diverse pool of Queens Public Library employees to provide support and career navigation services within the Library. The Talent Acquisition and Career Services Specialist provides career coaching and counseling to employees to match them with internal career opportunities.

The Talent Acquisition and Career Services Specialist will also partner with hiring managers and business partners across Queens Public Library (QPL) to identify, attract and recruit the best talent for the organization’s service locations in a manner that is consistent with the Library’s values, mission, and strategic priorities. Plans and implements initiatives for recruiting the best talent. Manages full cycle recruiting processes to meet current and future staffing goals. Performs other duties as assigned.

Career Counseling and Coaching

  • Provides individual career coaching and counseling to QPL employees.
  • Motivates and assists employees in developing comprehensive career plans that align with their aspirations.
  • Offers guidance on effective resume writing and interview techniques for internal QPL career opportunities.
  • Conducts assessments for training needs and creates individualized plans to evaluate employee interests and skills.
  • Counsels employees through making decisions about their careers, such as choosing advancement opportunities, or a new credential or degree to pursue.
  • May assist with administering QPL’s tuition reimbursement program.
  • Utilizes the Library’s LMS to provide recommendations for training or learning opportunities for employees.
  • Evaluates employee progress and adapts coaching strategies to ensure they remain on track to achieve their goals.
  • Organizes and delivers workshops and seminars focusing on crucial career development skills.
  • Builds relationships with educational and professional institutions to enhance resource offerings.
  • May partner with department heads to develop succession planning.

Talent Acquisition

  • Consults with management and supervisors to identify staffing needs and recommend staffing solutions and strategies.
  • Will perform interviews with hiring managers/departments. Sources and screens appropriate candidates.
  • May assist with developing job descriptions and keeping job postings up-to-date.
  • Maintains a network of contacts to help identify and source qualified candidates. Maintains a pipeline of candidates for several re-occurring positions while also sourcing niche positions.
  • Reviews employment applications, administers pre-employment tests, and develops competency focused and behavioral based interview questions in accordance with QPL standards.
  • Assists in managing recruiting data and applicant tracking.
  • Develops and maintains contacts with colleges, alumni groups, national associations, etc. to find and attract applicants.
  • With guidance from the Talent Acquisition Manager, assists with the development/refinement of recruitment materials.
  • Creates and maintains consistent, fresh advertising programs including the selection of recruitment advertising venues.
  • Creates a welcoming and positive candidate experience.
  • Coordinates, participates, and attend job fairs and other recruitment events (locally and nationally).
  • Assists with system wide recruitment programs, open houses, job fairs, etc.
  • Assists with on-campus recruitment efforts, including college career fairs, on-campus interviewing, student informational sessions/events etc. as needed.
  • Tracks and reports key metrics designed to measure and predict staffing activity.
  • Conducts regular follow-up with the respective hiring managers and candidates to ensure timeliness of recruitment process.

Onboarding

  • May assist with conducting new hire orientation in the absence of the Recruitment and Onboarding Specialist.

Required Qualifications

  • Bachelor’s Degree in Human Resources, Education, Psychology, or related field with a minimum of (2) years of recruitment experience or a High School Diploma, General Equivalency Diploma, or High School Equivalency with (3) years of recruitment experience required.
  • Experience in using various career exploration tools and assessments.
  • At least two years of career counseling experience required.
  • Experience in assessing work experience, educational attainment, transferable skills, aptitudes, abilities, needs, interests, and barriers that hinder employment.
  • Strong counseling and coaching skills and demonstrated ability to motivate and guide individuals toward achieving their professional goals required.
  • Excellent interpersonal, organizational and written communication skills.
  • Excellent computer skills, including proficiency in using Microsoft Word, Outlook, Excel and PowerPoint. Ability to quickly get up to speed and master new applications and software is critical.
  • Proficiency with MS Teams and Zoom required.
  • Commitment to ADEI (or workforce integration and inclusion).
  • Demonstrated ability to work with diverse clients.
  • Commitment to serving all communities in the most diverse area of the country.

Preferred Qualifications

  • Experience in a non-profit setting preferred.

This is a non-union position. The starting annual salary range is $70,000-$80,000.
