ORGANIZATION: SHELTER, Inc. is an independent, community-based non-profit organization created in 1986 to lead the effort to eliminate homelessness. We currently operate in Contra Costa, Solano and Sacramento Counties.

MISSION: To prevent and end homelessness among low-income, homeless, and disadvantaged families and individuals by providing housing services, support and resources that lead to self-sufficiency.

JOB TITLE: Housing Navigator Manager

WORK LOCATION: Main Office –Varies

STATUS: Exempt/Full Time

TEAM: Property and Housing

REPORTS TO: Property Director

SUPERVISES: Housing Navigators

PURPOSE of ROLE: This position is responsible for the management and supervision of the Housing Navigator team, including supervision of daily workflow operations, and responding to escalated concerns. The Housing Navigator Manager is responsible for landlord and community outreach, creation of policies and process improvements; preservation of housing provider relationships, maintaining housing inventory for program participants, and leading tenant and landlord education. This position will also monitor landlord’s adherence to fair housing and real estate practices. Manage and supervise the team including performance goals, planning and development needs. Serve as liaison to real estate associations, apartment associations and Community Affordable Housing resources.

Responsibilities

  • Manage and supervise HN staff daily operations. Manage recruitment and retention
  • Responsible for development and improvements of team and program policies and process, Direct supervision of HN performance plans and development
  • Acquire new business opportunities and relationships with landlords, property management companies, community housing and self-efficiency program providers.
  • Responsible for measuring and reporting program needs and outcome.
  • Accountability for meeting new property assessments and acquisitions.
  • Represent SHELTER, Inc. at professional organizations and meetings.
  • Develop program materials including marketing materials for participants and landlords
  • Prepare environmental reports for city and county
  • Attend all city and county program meetings

PROPERTY AND LANDLORD DEVELOPMENT

  • Assist in the agency’s efforts in acquiring, developing and maintaining business relationships with landlords, property management companies, real estate and renter’s associations, and affordable housing providers to support SHELTER, Inc.’s mission of housing program participants.
  • Lead efforts in creating, updating and maintaining collateral and marketing

solicitation materials for new business relationships

  • submit lease contract reviews, rent and deposit negotiations to agency standards, verification of ownership and fair market rents
  • Monitor landlord’s compliance to fair housing laws and fair real estate practices
  • Development and management of housing directory which could include apartment communities, affordable housing providers, housing authority contacts, and any other housing resource to assist participants in the search for housing
  • Manage and monitor quality standards for habitability inspections and repair needs
  • Maintain a placement rate of 95% or better on all referrals
  • Track referrals using established compliance process and procedures

SERVICE COORDINATION

  • Manage relationships with internal and external business partners, including senior management, program managers and all levels of staff.
  • Monitor staff caseloads and take proactive measures to respond to escalated concerns.
  • Report monthly progress of program needs and successes to Property and Housing Manager.
  • Manage internal audits of Housing Navigator program, resource delivery and record retention process.

EXPECTED PROFICIENCIES:

  • Must have working knowledge of Real Estate, Fair Housing, Tenant and Landlord laws
  • Must have working knowledge with re-entry, special needs & homeless populations
  • Strong property, asset and mathematic skills
  • Analytical and problem-solving skills
  • High attention to detail and strong organizational skills with the ability to perform multiple functions simultaneously in a timely manner
  • Demonstrated working experience with individuals from diverse socio-economic and ethnic backgrounds
  • De-escalation and conflict resolution skills
  • Ability to use good judgment and work independently
  • Ability to interpret and apply complex, sometimes competing regulatory/contractual requirements
  • Strong written and oral communication skills
  • Ability to organize meetings, manage group processes and facilitate schedules/logistics
  • Quality control - demonstrates accuracy and thoroughness, monitors own work to ensure quality and applies feedback to improve performance
  • Maintains the highest standards of confidentiality with all records, including organizational and individual information

Minuimum Qualifications

  • Knowledge of the Bay Area housing market with a focus on Contra Costa,

Solano and Sacramento Counties.

  • Bachelor’s degree in business or related field
  • Computer proficiency (Microsoft Word, Outlook and Excel)
  • Combination of education and experience that demonstrates a capacity to link low-income and special needs populations to housing and supportive housing program(s).
  • Ability to comprehend HUD manuals, regulatory agreements.
  • Advanced computer proficiency (Microsoft Word, Outlook and Excel)
  • HMIS/Clarity or other database software experience.
  • Must have strong management and administrative office skills.
  • Access to reliable personal transportation required, including a DMV record that permits driver to be insured under SHELTER, Inc.’s automobile coverage
  • Must successfully pass a criminal background.

PREFERRED QUALIFICATIONS:

  • Real Estate License or CPM certification.
  • Five years’ experience working in affordable housing or supportive housing environment.
  • Two years’ experience in leading a team and supervising staff.
  • Knowledge of rental subsidy programs (HUD Project Base Section 8, Housing Choice Voucher, Tax Credit, Shelter Plus Care, HOME, etc.)
  • Experience in placement assistance in low-income subsidized or supportive housing arrangements.
  • Experience working with persons with physical and/or mental health disabilities.
  • Working knowledge of landlord-tenant, fair housing, Section 504, ADA, Section 8, with ability to comprehend HUD manuals, regulatory agreements
  • REAC and HQS training.
  • Bilingual English/Spanish.
