JOB SUMMARY: The Forward Planner plays a critical role in the early stages of the homebuilding process by securing planning approvals and preparing land for future development. This position involves managing the planning application process from concept to approval, ensuring developments are viable, compliant, and aligned with company strategy. Working closely with land, technical, and design teams, the Forward Planner evaluates land opportunities, coordinates with consultants and local authorities, and helps shape the long-term development pipeline. A strong understanding of planning policy, technical constraints, and stakeholder engagement is essential to drive projects forward effectively and efficiently.

Essential Duties And Responsibilities
Land Acquisition & Due Diligence
- Assess land opportunities with land acquisition teams to determine suitability for residential development
- Create concept layouts and master plans for new communities with applicable consultants
- Develop project timelines for new community openings
- Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, lot fit, etc.
- Prepare budgets for land development soft costs and architecture costs while coordinating with the land development team for new communities
- Monitor planning risks and advise on strategies to overcome planning issues or objections
- Prepare and submit planning applications in line with local authority regulations
- Coordinate with local planning authorities, consultants, and stakeholders to obtain necessary approvals
- Work with staff and elected bodies to manage approval process
- Obtain all required approvals to ensure on-time pre-construction meetings and schedule the same for land development.
- Act as the liaison between the land development team and approving jurisdictions for any issues or changes that occur during active or post land development activities
- Assist house permitting department on any issues that arise with government bodies
- Attend public consultations, planning committee meetings, and hearings.
- Maintain good relationships with local authorities, community groups, and other external stakeholders.
- Stay current with changes in planning legislation, government policy, and local development plans.
- Maintain an up-to-date pipeline of planning approvals and monitor expiration dates or milestones
- Ensure all developments comply with planning policy, building regulations, and sustainability standards
- Commission and manage external consultants (e.g., attorneys, planners, surveyors, engineers, environmental specialists, geotech, HOA management companies, etc) to carry out concept plans, surveys, construction documents, budgets, reports, and technical assessments
- Coordinate and share findings from external consultants with internal teams to ensure product and business objectives are met.
- Create Homeowners’ Association documents with legal counsel and lead HOA management companies until community turnover.
- Coordinate plat routing thru districts and municipalities
- Preparation and maintenance of forward planning budgets throughout the lifetime of a community.
- Work alongside the land development team to create and maintain the division’s lot flow pipeline to ensure no gaps in lot availability while providing lots just-in-time for future phases of a community
- Obtain or vacate easements as necessary
Education/Certifications/Licenses
- Bachelor’s Degree required (Civil Engineering, Urban Planning, Architecture, Construction Management or similar discipline)
- 3-4 years minimum prior experience in Civil Engineering, Architecture, Landscape Architecture, Public Planning and/or Forward Planning with a familiarity in dealing with Governmental Agencies and Project Management
- Proven ability to manage multiple priorities in efficient and accurate manner
- Solid understanding of Civil Engineering Principles
- Consistently shows attention to detail
- Exceptional communication skills both written and verbal
- Proven ability to multi-task and complete tasks within a scheduled timeframe
- Intermediate computer skills are a necessity (Excel, Microsoft Project)
- Ability to attend evening meetings as necessary
- Great networking skills
- Maintain typical office hours with flexibility when evening meetings are required
