The New York State Thruway Authority (NYSTA) is seeking an experienced, strategic, and technology-driven leader to serve as the Deputy Chief Information Officer (Deputy CIO). This position will oversee critical aspects of the Authority’s Information Technology (IT) Department, including enterprise application development, IT infrastructure, and operational technology (OT) systems that support the Thruway’s 570-mile transportation network.
The Deputy CIO will also play a pivotal role in managing and expanding the Thruway’s statewide fiber optic asset leasing program, a key element in supporting broadband access, agency revenue, and telecommunications partnerships.
Duties may include, but not be limited to the following:
Minimum Qualifications
Either 1: a bachelor’s degree in a mathematic, electrical, engineering, science, or computer related field, AND two years of experience in electronic systems design, implementation or maintenance. At least one year of this experience must have been in the development of, or analysis of systems, solutions or designs, or fiber optic installation and/or fiber network networking/infrastructure maintenance.
Or 2: an associate degree in the above fields, AND four years of the described experience. At least one year of this experience must have been in the development of, or analysis of systems, solutions or designs, or fiber optic installation and/or fiber network networking/infrastructure maintenance.
Or 3: six years of military training and/or experience or field work experience in electronic, engineering and/or fiber optic installation and/or fiber network/infrastructure maintenance.

Additional Pay Information
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $141,693 up to $170,065
Recruitment & Retention Pay: $7,000

- Application Development and Enterprise Systems
- Lead and oversee the planning, design, development, and maintenance of enterprise applications and digital services.
- Ensure systems meet business objectives, regulatory requirements, and evolving demands.
- Manage transition from, or integration of, legacy systems with modern platforms and cloud services.
- Infrastructure and Operations
- Oversee IT infrastructure services, including data centers, networks, servers, storage, and compliance with policies around vulnerability management.
- Ensure high availability, scalability, and resilience of infrastructure supporting tolling systems, traffic management, and back-office operations.
- Oversee efforts on disaster recovery and business continuity to maintain operational readiness.
- Operational Technology (OT)
- Oversee the strategic alignment of OT systems, including certain functions of the Thruway’s intelligent transportation systems (ITS), traffic cameras, variable message signs, and weather monitoring.
- Coordinate with engineering, maintenance, and operations staff to integrate and support OT assets.
- Fiber Optic Asset Leasing Program
- Manage and grow the Thruway’s fiber leasing program, including contracts, service-level agreements, and vendor relationships.
- Partner with public and private entities to maximize value and expand broadband access in underserved areas.
- Leadership & Strategic Planning
- Serve as a key advisor to the CIO and executive leadership on emerging technologies, digital transformation, and infrastructure modernization.
- Mentor and lead multidisciplinary IT teams and foster a culture of innovation and accountability.
- Develop and monitor KPIs, IT governance policies, and long-term roadmaps.

- Experience managing OT in transportation, utilities, or similarly complex operational environments.
- Strong understanding of fiber optic network management and leasing models.
- Proven ability to manage large-scale projects, cross-functional teams, and external vendors/partners.
- Excellent communication, strategic thinking, and decision-making skills.
- Experience with tolling systems, overseeing fiber optic systems, geographically disparate populations, 24x7 operations, or traffic management technology.
- Familiarity with public-sector technology governance, procurement, and compliance.
