Duties Description The incumbent will report to the Office of Emergency Management (OEM). Under the direction of the Homeland Security Program Analyst 2, the Homeland Security Program Analyst 1 will assist in developing comprehensive work plans to include purpose, objectives, scope, action plans, and tentative schedules relative to enhancing State and local emergency management programs Diversity, Equity, Inclusion, Access, and Functional Needs and integrating community outreach into OEM’s external and training programs. Duties include but are not limited to:

  • Oversee the development and implementation of collaborative programs with internal/external groups, and new and ongoing partnerships with public, private, and non-profit sector officials.
  • Identify and implement the development of best practices for incorporating access and functional needs as well as diversity, equity, and inclusion into emergency management planning, response, recovery, and overall programmatic efforts, to be used by local emergency managers.
  • Identify and implement the development of best practices for integrating community outreach into programmatic efforts and how to effectively engage community partners, to be used by local emergency managers.
  • Work across OEM sections to build Diversity, Equity, Inclusion, Access and Functional Needs, and integrating Community Organizations considerations and guidance into OEM’s external programs and trainings.
  • Conduct comprehensive research on homeland security and emergency management trends at the local, state and federal levels interacting with agency representatives, subject matter experts, advisory services, and legal resources as relevant.
  • Draft correspondence, policy, standards, advisories, progress reports and study results on targeted topics.
  • Participate in planning and development to identify long and short-term operational challenges, explore new solutions for issues that arise, and identify best practices for the agency and its programs.
  • Organize, coordinate, and facilitate meetings, work groups and raining for diverse stakeholders.
  • Perform other duties as assigned in support of the agency’s mission or other program areas.
  • Travel may be required, up to 20%.

Minimum Qualifications Non-competitive: bachelor’s degree and two years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.
