Essential Job Functions
- Assume full management responsibility for all Fire Department services and activities, including administration, authorized budget, inspection, department communications, fire prevention and operation, emergency medical services, and city emergency management plan development; create and administer department policies and procedures.
- Manage developing and implementing the Fire Department vision, goals, objectives, policies, and priorities for each assigned service area and aligned with the Chief Administrative Officer and or Mayor's priorities .
- Establish appropriate service and staffing levels within the city policy; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
- Plan, direct, and coordinate, through subordinate level managers, the Fire Department's work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures.
- Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
- Select, train, motivate, and evaluate Fire Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Oversee efficiency tests and inspections of fire protection systems and equipment; administer inspection activities for various new construction projects; administer inspection of businesses before issuance of business license; prepare a variety of reports as required.
- Ensure plan checks for various buildings, fire protection systems, and fire alarm systems to ensure compliance with applicable fire codes and regulations.
- Ensure follow-up investigations as required; prepare reports on investigation activities performed; issue notices of violation and citations; assist in prosecuting violators.
- Prepare and present public information and education presentations on fire safety and other public safety issues to various organizations, schools, and the public through all media methods.
- Explain, justify, and defend Fire Department programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
- Represent the Fire Department to other city departments, elected officials, and outside agencies.
- Provide staff assistance to the Mayor, Chief Administrative Officer, and City Council; prepare and present staff reports and other necessary correspondence.
- Respond to major incidents and personally command activities as necessary following federal state and industry incident command best practices.
- Direct and participate in researching alternative approaches to fire operation, technical rescue, hazardous material handling, fire and life safety, and emergency medical programs.
- Prepare a variety of technical and departmental activities reports and records.
- Develop the city's emergency management plan.
- Provide staff support to assigned boards and commissions.
- Attend and participate in professional group meetings.
- Stay abreast of new trends and innovations in fire and emergency medical program administration.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.
- Performs other related duties as required/assigned.
- At least twelve years of broad and increasingly responsible fire operation, emergency medical, and related experience, including three years of administrative and supervisory experience.
- Training would include Fire Command, Emergency Medical Provider, Fire Officer, Emergency Management, and Personnel Management certificates.
- Equivalent to a Bachelor's Degree in Fire Science, Public Administration, or a closely related field.
- An equivalent combination of the above-stated work experience and education is acceptable.
- License or certificates: Current Utah State Emergency Medical Certification, current Utah State Fire Officer I and II certification. Utah Department of Public Safety Emergency Management Advanced Professional Series Certification is desired.
- Current Utah Class D driver's license.
- Employee will be required to complete NIMS IS100, IS200, ICS300, ICS400, IS700, IS800, IS701, IS702, IS703, IS704, IS706, IS775, and IS804 within two years of hire. Candidate is required to complete IEMC course(s) and position-specific ICS courses based on assignment.
