Role Overview
:

The purpose of this position is to actively assist the agency in maturing its data governance and privacy programs. The position is responsible for convening and leading the agency’s interdisciplinary teams related to ownership, accessibility, security, quality, sharing, and use of BMV data in alignment with BMV policy and applicable privacy laws and regulations.

This position will actively collaborate with the BMV Data Governance Team to facilitate multiple aspects of data sharing including management of intake and oversight of all requests. The Data Governance Program Director will work closely with the General Counsel, Chief Information Officer and Chief Communications Officer to ensure the confidentiality and privacy of BMV data.


Salary Statement
:

The salary for this position traditionally starts at $75,010.00.


A Day in the Life:

The essential functions of this role are as follows:

  • Develop and maintain relevant policies, standards, processes, and guidance around data governance and privacy to comply with laws, regulations, and agency practices.
  • Advise the agency regarding the exchange of agency information, as well as the maintenance and management of agency information, provided to third parties.
  • Implements and helps improve data sharing and data requests policies, standards, and organization for data management, collection, analytics, and responsible data sharing and publication.

Data Governance

  • Leads agency Data Governance Committee and collaborates with the group on prioritization of responding to requests for agency data;
  • Manages the BMV Data Governance Dashboard, including tracking all data requests and responses, ensuring timeliness and completeness.
  • Maintains data governance documentation including guidelines, policies, frameworks, handbooks, and ensures agency adherence to that documentation.
  • Assists with defining, publishing, and monitoring KPIs to measure data governance progress and success.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Bachelor’s degree in law, public policy, information technology, or a related field is preferred, but not required.
  • Experience in data privacy, information management, data management, data stewardship, data governance, or equivalent.
  • Certification by the International Association of Privacy Professionals or Data Management Professional certification is preferred.
  • Previous exposure to privacy and data protection as a practice area.
  • Strong understanding of privacy laws and regulations applicable to the agency, including the Indiana Fair Information Practices Act.
  • Demonstrated experience in change management and working with diverse teams.
  • Experience in state government preferred.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Strong project management, organizational, and problem-solving skills.
  • Familiarity with privacy technologies and tools. Ability to work with internal and external customers to assess needs, provide assistance, resolve problems, and satisfy expectations.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members
