
This position is located in the Office of the State Superintendent of Education (OSSE), Division of Postsecondary & Career Education. This position description depicts generalized duties and responsibilities required of a position with the primary responsibility for analyzing current and proposed management programs to evaluate their actual or potential effectiveness in achieving management objectives.
Duties
Works closely with management and project teams to carry out highly complex management studies dealing with work measurement, methods, and procedures, time standards, and/or benchmarking to identify root or systemic causes and problems and propose solutions to improve efficiencies. Analyzes and reviews documentation procedures and controls. Plans, organizes, analyzes, evaluates, and provides technical oversight to data analysis and business process review projects through application of project management principles, practices, and techniques.
Assesses program objectives, goals and deliverables. Makes recommendations regarding the planning and managing of programs to enhance the quality of services and accomplishment of expectations. Collects and analyzes data, evaluates the likelihood and consequences of noncompliance and develops recommendations for the management and tracking of identified problems. Reports the findings and propose actions plans to address findings. Manages, organizes, coordinates, and monitors activities and functions of development projects in cooperation with other departments and outside contractors. Monitors service of programs in order to ensure delivery of expected services at all levels and to identify emerging service needs and problems.
Qualifications and Experience
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience should have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Experience in a college financial aid office or with the DCTAG Program is preferable.
Knowledge of the college admissions application, federal financial aid, and academic advising and course enrollment process desired.
An understanding of the Free Application for Federal Student Aid (FAFSA) and the verification process desired.
Bachelor's degree preferred.

This is an Education Service (ES), “At-Will” Appointment.
This position has no promotion potential.
This position is not covered under a collecting bargaining agreement.
Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
