Summary

Through research and analysis this position will make recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs having department-wide impact within the Department of Health Services and communities served for language access services.

To further promote organizational infrastructure development, recommendations will include clearly defined roles and responsibilities; have a clear, unified vision for the future of the work, emphasizing actionable solutions that create a positive patient and provider experience ensuring language access for all patient communities. In addition, specific recommendation on how to leverage all available partnerships and resources for maximum support and include strategies to build internal capacity for the DHS workforce to support and sustain providing high quality language services including language access service trainings. Development of policies, procedures, and organization capacity building effort will focus expanding accessibility for limited English proficient populations including patients who are deaf and hard of hearing. The framework will outline optimal and highly effective language access services for DHS and include key performance indicators (KPIs), stakeholder communication and engagement efforts, as well as efforts focused on developing and strengthening organizational capacity to expand and sustain services.

Essential Functions

  • Analyzes department services and makes recommendations for language access services, develops policies and procedures to ensure compliance with various rules and regulations. Informs programmatic benchmarks, and collects and analyzes outcomes data.
  • Ensures that recommended changes in department programs and resolutions to operational problems increase the efficiency and effectiveness of deliverable services.
  • Plans, develops, and implements the delivery of language access program efforts; project work plans; staffing plans/organizational charts; regional coordinating; resource and planning needs; program budgets; service metrics; stakeholder engagement and communication plans; and coordination of services.
  • Provides regular programmatic updates to oversight committee, member departments, contracted agencies, stakeholder groups, and funding partners.
  • Manages the day to day operations of the projects, budget, and prepares project reports, communication tools including: expenditure reports, service utilization, performance data, and program outcomes.
  • Analyzes project operations and outcomes and makes recommendations to improve effectiveness and efficiency including complex and difficult problem areas.
  • Coordinates and collaborates with all project partners (e.g., participating departments, contracted agencies, stakeholder groups) to ensure all elements of the project operate in the most efficient and effective manner.
  • Provides technical assistance and capacity building training to project partners and develops, recommends, and implements project modifications.
  • Researches and identifies funding opportunities to sustain and/or expand the project goals.
  • Supports evaluation design/program impact analysis including program goals and timeline in collaboration with stakeholders.
  • Monitors deliverables from partners and identifies potential data collection roadblocks and identifies solutions.
  • Monitors data quality and implements data improvement procedures, as needed.
  • Acts as a team leader of other analysts and other lower level staff, when necessary.
  • Performs special assignments and projects, as directed.

Job Qualifications

SELECTION REQUIREMENTS:

Option I: Four (4) years of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget or personnel at the level of Administrative Assistant III* or higher.

Option II

One (1) year of highly responsible administrative or staff experience at the level of the County of Los Angeles class of Assistant Staff Analyst, Health Services**, or higher.

Certificates/Licenses/Clearances

License

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II - Light: Light physical effort which may include occasional light lifting to a 15 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

Other Skills, Knowledge, And Abilities

DESIRED BUT NOT REQUIRED QUALIFICATIONS:

  • Lived and/or work experience with Department of Health Services patient population (including but not limited to multicultural and multilingual communities of color)
  • Deep understanding of federal and state laws on language rights (including Title VI – Federal Law, Mandated State Regulations and Requirements of Managed Health Care Services and regulatory accreditation agencies, as related to Language Access Services) and or language services program innovations
  • Experience implementing best practice research and innovations in Language Access Services, including video remote and effective communication with the deaf and hard-of-hearing, electronic health record optimization experience, experience in development and implementation of culture and language trainings
  • Experience with implementing and managing programs, and evaluation development, including data collection, management, analysis and presentation of programmatic efforts for diverse audiences.
  • Ability to analyze large data sets and synthesize complex information into clear and concise summaries, visuals and recommendations.
  • Ability to identify best practices, understand data and evidence and use it to support a business case, and make a persuasive argument to support recommendations.
  • Robust experience in full life cycle project management with a successful track record of taking projects from initiation, planning, execution to closure
  • Bachelor's degree, or higher (including Master’s Degree and above), from an accredited college or university, in one of the following areas: Business Administration, Public Administration, Public Health, Healthcare Administration, or a closely related field.
