The Child and Family Services Division (CFSD) of the Department of Human Services (DHS) is seeking an Administrative Officer with strong business acumen and demonstrated ability to work collaboratively with stakeholders to monitor and administer a budget of almost $25 million. The Administrative Officer is a critical senior leadership position responsible for fiscal stewardship and resource allocation to support an effective service delivery system for children and families.

The Administrative Officer is responsible for monitoring and coordinating all financial processes, human resources, procurement, and general administrative functions for CFSD. This incumbent will lead and manage the work of 8 financial and administrative staff and provide direct supervision to four staff. A primary focus of this position is extensive management analysis in support of the Division’s mission to provide excellent innovative services that promote safety, protect children, and preserve and strengthen families.

Responsibilities

Specific duties include:

  • Overseeing budget formulation, financial management, and procurement processes to ensure compliance with local, state, and federal regulations;
  • Monitoring program audits and grants management;
  • Tracking personnel transactions and expenditures to support revenue maximization and monitor state-reimbursable positions;
  • Reconciling accounts and initiating journal entries, budget revisions, and other fiscal adjustments;
  • Supervising staff directly and indirectly, including hiring, training, assigning work, evaluating performance, and coordinating disciplinary actions;
  • Managing contracts by writing specifications, negotiating pricing, monitoring performance, and evaluating program effectiveness;
  • Leading the development and oversight of Children’s Services Act (CSA) programming across multiple child-serving agencies;
  • Participating as a senior leader on Family Assessment and Planning and Community Management and Planning Teams;
  • Developing policies, procedures, and performance measurement systems to support quality improvement, board reporting, and compliance initiatives; and
  • Collaborating with DHS stakeholders and senior management to guide strategic planning, training, and cross-agency coordination for children and family services.

Qualifications

Minimum:

  • Bachelor's degree in Accounting, Finance, Business/Public Administration or related field; and
  • Significant and progressively responsible experience in program administration and/or management, which includes budget development and analysis, and/or reconciliation of accounts, and other administrative functions such as Human Resources, Procurement, program planning, grants management, and/or contracts management.

Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.

Desirable: Preference may be given to candidates with experience or proficiency in one or more of the following:

  • Policy analysis, program evaluation, and performance measurement;
  • Navigating local government programs involving State and Federal funding and associated accountability;
  • Software tools including word processing, spreadsheets, databases, and presentation platforms; and/or
  • Interpreting procurement regulations, managing HR policies or systems, and coordinating cross-functional teams or stakeholders.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Driver’s License: The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or commit to utilizing alternate means of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

Additional Information

Work Hours: 8:00 am to 5:00 pm., Monday through Friday with occasional evening meetings scheduled in advance and weekend preparation.
