Position Summary

The People and Operations Manager will serve as the central point of coordination for the organization’s HR, compliance, and administrative operations. This individual will manage day-to-day people functions, oversee office and operational workflows, support compliance and licensing activities, and play a key role in maintaining a healthy, professional work environment. This is a highly collaborative role requiring a balance of strategic thinking and hands-on execution.

Key Responsibilities

People Operations (HR)

  • _Serve as the primary point of contact for all HR-related matters, including employee relations and general inquiries.
  • _Lead the full employee lifecycle, including recruitment, hiring, onboarding, and offboarding processes.
  • _Administer employee benefits, leaves of absence, workplace accommodations, and support employee engagement and retention efforts.
  • _Maintain accurate and compliant personnel records in accordance with employment laws and clinical regulations (e.g., HIPAA, labor codes, licensing requirements).
  • _Develop, implement, and regularly update HR policies, procedures, employee handbooks, and standard operating procedures (SOPs).
  • _Promote a positive, inclusive, and values-aligned workplace culture through ongoing culture-building initiatives.


Performance & Conduct Management

  • _Lead the performance review process, ensuring timely evaluations and constructive feedback
  • _Support supervisors and leadership in setting clear expectations and goals for staff
  • _Manage employee relations concerns, including investigations and resolution processes
  • _Coordinate and document disciplinary actions in compliance with company policies and applicable laws
  • _Partner with leadership to address underperformance or conduct issues through progressive discipline and performance improvement plans (PIPs)


Operations & Administration

  • _Oversee day-to-day administrative operations, including office management, vendor relationships, insurance renewals, and facilities coordination.
  • _Manage digital tools and systems for scheduling, file storage, internal communication, and compliance workflows.
  • _Ensure accurate collection and maintenance of credentialing and licensing documentation for clinical staff.
  • _Coordinate internal meetings, staff trainings, and employee events to support engagement and alignment.
  • _Partner with leadership to support organizational planning, cross-functional initiatives, and internal communications.


Payroll Support & HR Compliance

  • _Maintain and update employee data in HRIS or payroll systems (e.g., new hires, status changes, terminations)
  • _Verify time tracking accuracy and collaborate with payroll administrators to ensure timely processing
  • _Ensure accurate documentation of wage-related changes, bonuses, and deductions
  • _Understand relevant wage and hour laws to support payroll compliance
  • _Coordinate with and external vendors to resolve payroll-related issues


Compliance & Risk Management

  • _Monitor and help ensure compliance with relevant legal, clinical, and accreditation standards
  • _Support incident reporting and policy adherence
  • _Maintain secure and confidential recordkeeping practices
  • _Ensure organizational compliance with employment laws, HIPAA, and mental health industry regulations
  • _Maintain secure and confidential records in line with best practices
  • _Monitor compliance with internal policies and support quality assurance efforts


Qualifications

  • _Bachelor’s degree in Human Resources, Business Administration, or a related field required; HR certification (PHR, SHRM) preferred.
  • _Minimum 5 years of experience in HR leadership, operations, or business administration, preferably within healthcare, behavioral health, or a clinical setting.
  • _In-depth knowledge of HR best practices, California employment laws, and compliance standards.
  • _Proven experience in employee relations, performance management, and disciplinary processes.
  • _High emotional intelligence with the ability to handle sensitive matters with professionalism, discretion, and fairness; experience working with clinicians is a plus.
  • _Exceptional organizational, project management, and problem-solving skills.
  • _Excellent verbal, written, and interpersonal communication abilities.
  • _Proficient in HRIS systems, Google Workspace, Microsoft Office, and other digital collaboration tools.
