Essential Functions
- Collaborates with senior management to develop the organization's goals and strategy related to agency information systems including software, electronic health records, HRIS, and ERP platforms.
- Plans, leads, develops, coordinates, and implements policies, processes, training, and initiatives to support DCCCA's information systems compliance and strategy needs.
- Directs and coordinates professional services such as systems analysis and design, feasibility studies, and programming of information, communication, and office automation systems.
- Develops, implements, and manages agency-wide system budgets, and ensures competitive pricing from suppliers in compliance with agency policies and procedures related to procurement.
- Oversees ongoing implementation of key information systems, including electronic health records, HRIS, ERP platforms, and other technologies.
- Identifies and recommends new technologies and services that will improve efficiency, processes, and operations; reviews requests for additional services and upgrades by assessing the costs and benefits to the organization.
- Maintains pace with technological progress, economic change, and company needs by directing continual improvements of systems and procedures.
- Leads coordination and integration efforts linking DCCCA's various data platforms together through DCCCA's ERP platform.
- Leads collaboration efforts with program operations teams, clinical/program teams, finance, and quality improvement to produce efficient workflows that minimize redundancy and maximize efficiency.
- Anticipates potential problems and takes action to solve issues before they impact users whenever possible.
- Uses project management structures to plan, organize, and manage activities.
- Works with internal and external partners to communicate project statuses, activities, and achievements.
- Effectively communicates with partners across all programs and levels of the organization, including translating complex technical information into easy-to-understand language
- Analyzes current business processes and makes recommendations for improvement based on industry trends and professional business knowledge.
- Improves training and operational procedures within programs to increase efficiency and productivity.
- Works directly with programs to understand the needs of the unit.
- Creates and presents reports to management team members and shareholders to support recommendations.
- Oversees implementation projects from beginning to completion.
- Uses a variety of data analysis and organization tools to discover the most impactful insights.
- Job may require the employee to be able to regularly drive to various DCCCA locations and other business locations throughout the day including early morning or evening hours.
- After hours and weekend work, outside of 8 am - 5 pm may be required upon occasion
- Responsible to identify, coordinate and collaborate the connection between programmatic/operational strategy and agency strategy, ensuring that strategic actions fit together to make progress on challenges facing the organization.
- Accountable to recognize key elements of program/department and agency function that affect other parts of the organization and responsible to initiate communication and decision-making to appropriately address gaps, effects and concerns proactively.
- Devises, analyzes, and communicates strategic actions to the GST that meet organizational and program goals.
- Engages actively in the processes and work of the Guidance & Strategy Team.
- Reads, interprets, and applies governance, operational, and department/program policies appropriately.
- Adheres to and supports all governance, operational, and department/program policies.
- Conducts interviews and assists with selection of new employees, in coordination with Human Resources.
- Oversees the onboarding of new hires and ensures adequate on-the-job training is provided, including training on program policy, procedure, expectations, and applicable regulatory and accreditation standards.
- Utilizes and supports appropriate retention strategies.
- Assists in agency recruitment efforts by referring and recruiting applicants to the agency.
- Strives to build a strong sense of team within the department and implements trauma-informed care supervision practices as appropriate.
- Ensures frontline staff are provided with appropriate support.
- Holds regular one-on-ones with employees, in accordance with policy.
- Provides direct supervision to assigned staff individually and as a group, at regular and appropriate intervals.
- Effectively trains, coaches, develops, shadows, evaluates, disciplines, and terminates employees, with the goal of building and retaining a strong team.
- Evaluates employee performance utilizing the agency's performance management system
- Maintains regular contact with supervisor
- Engages in ongoing professional development and training.
- Approves timesheets and expenses for employees, ensuring reimbursements follow policy standards, such as receipts being included.
- Represents DCCCA at events, presentations, and both internal and external meetings.
- Maintains good working relationships and facilitates productive and positive communication among factions.
- Maintains confidentiality using sound professional judgement.
- Creates a safe environment by performing all required security and safety procedures.
- Upholds a Drug Free Work Place, supporting a safe and drug free environment conducive to enabling and strengthening ongoing recovery.
- Requires a minimum of five years of related experience in a leadership role; Bachelor's degree in Business Administration, Public Policy, Operations Research, Computer Science, or related field, or equivalent industry experience is required.
- Must possess a valid state Driver's License, in force automobile liability insurance, and maintain a Motor Vehicle Record (MVR) that meets organization's insurability standard as defined by DCCCA policy. Availability of reliable transportation is required for this position.
- Effective listening, oral, and written communication skills, including face-to-face, on-site, in person discussions. Exercises appropriate use of positive language.
- Regular and predictable on-site attendance.
- Proficiency with computers and Microsoft suite of products including Microsoft Word, Outlook, Excel, and PowerPoint.
- Ability to efficiently operate other office equipment such as telephones, voicemail systems, copy and fax machines, and scanners.
