Nature Of Work
The Background Investigator is a civilian employee responsible for conducting background investigations on applicants seeking employment as entry level police officers, lateral police officers, police cadets, police dispatchers, and select civilian positions within the MDTA Police. In addition to conducting background investigations, the Background Investigator will assist the Police Recruitment Unit with events and select recruitment efforts.
Duties of this position include, but are not limited to, the following:
Police
Recruitment Section Manager.The current vacancy is located in
Baltimore County, MD. Hybrid telework schedules may be available for this position. This work requires the ability to lift up to 40 pounds in order to carry files, fingerprint machine and accessories, recruitment event supplies, and other necessary items.

Duties of this position include, but are not limited to, the following:
- Obtains personal and professional information about applicants from the applicants' neighbors, co-workers, family members, school officials, employers, supervisors, etc. by conducting interviews and reference checks;
- Assembles all pertinent information and prepares a detailed summary of the investigation reports;
- Ensures compliance with the MDTA Police Directives Manual, Recruitment Unit Standard Operating Procedures, the Transportation Service Human Resources System (TSHRS) policy and the Maryland Police and Correctional Training Commission (MPCTC);
- Coordinates and processes all background investigation requests as directed by the MDTA Police supervision;
- Utilizes various databases and resources such as Maryland Electronic Telecommunications and Enforcement Resource System (METERS), Law Enforcement Information Exchange (LINX), Criminal Justice Information Services (CJIS), National Crime Information Center (NCIC), Maryland Case Search, Credit Monitoring Institutes, social media sites, etc. during the research and retrieval of an applicant's background information;
- Fingerprints applicants and submits their fingerprints to the Maryland CJIS Central Repository and the Federal Bureau of Investigations (FBI) for the purpose of obtaining criminal history reports.

- One year of this experience must include conducting investigative interviews.*
- Strong communication/people skills
- Experience in law enforcement databases
- Experience in the Electronic Statement of Personal History (eSOPH) background software
- Working knowledge of Microsoft Office
- Knowledge in law enforcement and co rt proceedings
- Ability to work independently and in a team setting
- Ability to manage multiple assignments, coordinate complex schedules and meet deadlines
- Two years of experience working in the Federal Government

- Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
