The Allentown Parking Authority is a non-profit municipal Authority incorporated under the laws of the Commonwealth of Pennsylvania. It was established through legislation passed by the Allentown City Council. The Authority is governed by a five-member Board of Directors appointed by the Mayor of Allentown. The Allentown Parking Authority manages, supervises, and administers an efficient system of both on-street metered parking and off-street parking within the City of Allentown. The on-street program consists of 1500 metered spaces. The off-street parking program consists of six garages and 22 surface lots. Our mission is to operate, monitor, and maintain convenient and accessible parking facilities and on-street parking opportunities within the City of Allentown. The Allentown Parking Authority works to balance the parking needs of residents, employees, business and property owners, and visitors while enforcing parking ordinances and providing appropriate access to parking.
We are seeking a dynamic and experienced Human Resources Assistant specializing in recruitment to join our HR team. The ideal candidate will be responsible for managing the full recruitment lifecycle, developing effective recruitment strategies, and ensuring a positive candidate experience. Additionally, this role will support various HR functions, including employee relations, performance management, and compliance.
The Human Resources Assistant – Recruitment Focus will report to the Human Resources Manager.

The Human Resources Assistant – Recruitment Focus will report to the Human Resources Manager.
- Recruitment and Staffing:
- You will oversee the full lifecycle of the recruitment process. You will review job details and prepare postings in coordination with hiring managers and determine pre-screening questions. You will provide initial screenings of applicant pools. You will assist with interviewing candidates and reviewing applicant information, where applicable. You will act as a point of contact during the selection process. You will conduct background screenings, coordinate, and implement onboarding and orientation.
- Coordinate and facilitate job fair initiatives, including event setup, logistics, and representing the company to attract potential candidates.
- Employee Relations:
- You will assist in employee relations, where applicable.
- Training and Development:
- Assist in identifying employee training needs and development opportunities; coordinate logistics and deliver training sessions and programs.
- Compliance and Legal:
- You will ensure compliance with labor laws and regulations. You will maintain employee records and HR documentation. You will assist with audits and inspections.
- Policy Implementation:
- Responsible for managing internal communications related to policy updates, including notifying employees of changes, ensuring timely distribution of updated policies, and tracking employee review and acknowledgement signatures.
- HR Information Systems:
- You will maintain HRIS systems and data confidentiality. You will generate reports and analytics from HRIS data. You will ensure data privacy and security.
- Responsible for promptly scanning and filing employee records to ensure accurate and timely documentation.
- Employee Engagement and Culture:
- You will promote a positive workplace culture. You will assist in organizing employee engagement activities and events.
- Communication:
- You will facilitate effective communication between management and employees, where applicable.
- Other:
- Provide administrative support for the Human Resource manager.
- Escort employees for random drug testing in compliance with company policy and regulatory requirements.
- Organize, compile, update company personnel records and documentation.
- Preserve employee confidence and protect operations by keeping human resource information confidential.
- Order and maintain office supplies, including materials for meetings, events, and trainings; ensure the supplies are organized and adequately stocked.
WORKING CONDITIONS

Requirements
- Associates degree required; preferred degrees include Human Resources and/or Business; or relevant experience.
- 3+ years’ experience conducting full life-cycle recruiting
- Advanced PC skills (Excel, PowerPoint, Word, and Outlook)
- Excellent Interpersonal and communication skills
- Strong problem-solving and decision-making abilities
- Outstanding planning and time management skills
- Prior experience working and applying HR principles.
- Prior experience with HRIS; preferred Paylocity
- Individual must be flexible, self-starter, team oriented, and capable of multi-tasking.
- Must be able to sit and stand for long periods of time.
