The North Carolina Department of Administration (NCDOA) is seeking a motivated, enthusiastic, and skilled Communications & Research Specialist (Information & Communications Specialist I) to: serve as a liaison between CFWYI and NCDOA's Communications Division; conduct outreach about CFWYI initiatives; manage and execute campaigns for awareness months, including drafting proclamations, press releases, and newsletter articles; track the receipt of semi-annual statistical data from CFWYI grantees, analyze data from grantees and other sources, and publish research findings; manage CFWYI webpages and access to CFWYI's online EBS grants management system; and perform other duties as assigned.

Key Responsibilities

This position will

  • Plan and manage CFWYI's project calendar including awareness month campaigns, activities, and events
  • Research and prepare in consultation with partners draft proclamations, press releases, and newsletter articles for Human Trafficking Awareness Month, Sexual Assault Awareness Month, Domestic Violence Awareness Month, Women's History Month, Equal Pay Day, and Women's Equality Day
  • Work with CFWYI staff and DOA Communications Division to promote and market CFWYI initiatives and strategic goals;Â assist in creating relevant and timely content for the website and social media
  • Create and maintain data collection forms and analyze and interpret data from different internal and external sources;Â monitor the collection of data from CFWYI grantees and approved Domestic Violence Intervention Programs, analyze and interpret data, and prepare and publish statistical briefings and other research reports
  • In collaboration with state government, women's organizations, and Council for Women and Domestic Violence Commission members, coordinate special events to promote awareness of the needs and resources for women in North Carolina
  • Manage CFWYI website and account access to the division's online EBS grants management system
  • Provide staff support to committees of the Council for Women and Domestic Violence Commission as assigned
  • Perform other duties as assigned

Division/ Department Overview

The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.Â

The NC Council for Women & Youth Involvement (CFWYI) advises the Governor, the General Assembly, and other State departments on issues affecting women in North Carolina and seeks to improve the state's response to domestic violence, family violence, dating violence, sexual violence, and human trafficking. The division administers federal and state appropriated grant funding and receipts, approves the Domestic Violence Intervention Programs that are ordered by the court system, and provides staff support to multiple boards and commissions, including the Council for Women and the Domestic Violence Commission. CFWYI also administers youth involvement programs to foster leadership opportunities for youth, as well as the State of NC Internship Program and State Youth Councils.Â

  • Knowledge of journalistic principles and practices, and of the techniques of disseminating information to the public through a variety of news and social media outlets
  • Experience with proof reading and editing, researching and writing for the internet and social media, and maintaining relevant content for a website and social media posts
  • Knowledge of basic principles of research, including data collection and analysis
  • Knowledge of and experience with state government policies and programs, particularly with respect to women and youth
  • Ability to develop, maintain, and improve statewide reports showing the results of statistical analyses associated with CFWYI initiatives

MANAGEMENT PREFERENCE

  • Excellent research, writing, and editing skills.
  • Ability to synthesize complex information while maintaining strong attention to detail.
  • Ability to stay up to date on new media trends and capabilities.
  • Proficiency in Microsoft Office software, including Word, Excel, Outlook. PowerPoint, MS Forms, and Power BI.
  • Graphics experience using Adobe Creative Suite, Drupal experience, and the ability to speak, read and write in Spanish are a plus.

This position requires a forward-thinking individual who will guide projects from concept to completion, develop event and awareness ideas, coordinate logistics, and provide follow-up.

Necessary Requirements

  • Valid NC Driver's License. Out of State Applicants must have valid Driver's License and acquire NC Driver's License within 60 days of hire.

Bachelor's degree in communications, public relations, public affairs, journalism, English, or related field from an appropriately accredited institution; or an equivalent combination of education and experience.
