This position is located in the Administrative Services Division -Financial Management Section in Oklahoma City.

Basic Purpose

The Chief Financial Officer (CFO) is responsible for overseeing and directing the agency’s financial operations, including accounting, budgeting, auditing, and cash management. This role involves managing staff to ensure accurate financial reporting, maintaining compliance with financial regulations, and developing efficient accounting systems with strong internal controls.

Key responsibilities include approving expenditures and obligations, overseeing external audits, and providing strategic financial planning through budget work programs and appropriation recommendations.

The CFO plays a critical role in financial risk management, ensuring fiscal sustainability, and aligning financial strategies with organizational goals.

Typical Functions

  • Lead and oversee financial accounting and fiscal operations, ensuring strategic planning and execution.
  • Develop and implement accounting systems and procedures for tracking revenues, expenditures, payroll, purchases, travel expenses, and contract costs.
  • Conduct and manage financial and operational audits, ensuring compliance with regulations and optimizing agency processes.
  • Supervise the preparation of financial reports and statements for internal and external stakeholders.
  • Review and authorize expenditures and financial obligations, maintaining fiscal integrity.
  • Establish and enforce financial controls, ensuring proper accountability for revenues and spending.
  • Oversee budget development and review, providing expert recommendations on appropriations and funding allocations.

Travel Requirements

Minimal travel is required.

Education And Experience

Bachelor’s degree in accounting, business, public administration, or a related field plus five (5) years of relevant professional experience in one of the areas, including two (2) years in a supervisory or administrative capacity, or substituting a master’s degree for one year of professional experience; or a doctorate degree for two years of professional experience; or substitute one (1) year of professional experience in one of the areas above for each year of the required education plus five (5) years of professional experience including two (2) years in a supervisory or administrative capacity.

NOTE: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.

Additional Consideration

  • Advanced proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Access, and Teams), as well as online financial platforms.
  • Strong analytical and problem-solving skills, with the ability to assess complex financial data and drive informed decision making.
  • Effective time management and organizational skills, ensuring accuracy and efficiency in financial operations.
  • Ability to interpret and apply state and federal regulations, providing clear explanations and guidance on relevant policies.
  • Professional composure, maintaining a high standard of customer service in dynamic or high-pressure situations.
  • Clear, concise, and professional writing tailored to diverse audiences, ensuring accuracy and clarity in communications.
  • Expertise in PeopleSoft Phase II Project Based Accounting and CORE Accounts Payable, with a deep understanding of financial management systems.
  • Comprehensive knowledge of statewide accounting policies, Oklahoma State Finance Act, legislative budgeting processes, and procurement laws (state and federal).
  • Experience with Workday Payroll and financial administration tools.
  • Exceptional communication, leadership, and project management skills, fostering team success and operational excellence.
  • Ability to develop financial projections, mentor teams, and enhance individual and organizational performance.
  • Strong interpersonal skills, with the ability to collaborate effectively across staff, leadership, and external stakeholders.
  • Confidence in delivering presentations, facilitating discussions, and engaging with both small and large audiences.
  • Highly organized and self-directed, capable of working independently while managing multiple priorities.

Physical Requirements

Ability to lift, carry, and transport objects weighing up to 25 pounds.

Special Requirements

  • Regular office hours: Monday–Friday, 8:00 AM – 4:30 PM.
  • Requires in office presence five days a week.
