Position Summary
The Director of People and Culture provide oversight of all human resource functions at Islamic Relief USA (IRUSA). The Director will be responsible for developing HR Strategies, administrating, and evaluating HR objectives, procedures, and guidelines that help align the workforce with the strategic goals of IRUSA. In addition, the Director will works closely with senior leadership to identify, develop and strengthen staff capacity and talent management during a period of significant growth for IRUSA. The Director will establish, lead, and coordinate human resource practices and objectives that will provide a high-performance, inclusive culture that promotes quality, productivity, commitment to institutional standards and mission, as well as the ongoing development of a superior workforce. The individual reports directly to the Chief Operating Officer and will serve as an integral part of the senior leadership to assist and advise IRUSA on a broad range of human resource matters. The Director of People and Culture must demonstrate the ability to adapt to a continually evolving environment and possess excellent leadership, communication, and creative problem solving skills. The individual must also understand and exhibit a commitment to IRUSA’s faith-based and humanitarian values and principles, as well as a commitment to the vision and mission of the organization.

Essential Duties And Responsibilities
- Develop and implement a comprehensive HR strategy that aligns with IRUSA 5 year strategic objectives.
- Oversee and monitor the administration, coordination, evaluation of all human resource functions and established standards and procedures. Identifies opportunities for improvement and resolves any discrepancies.
- Ensure organizational compliance with federal, state and local laws and regulations pertaining to employment standards and all personnel matters.
- Maintain up-to-date knowledge of industry trends and employment legislation to ensure the organization’s ongoing compliance.
- Establish departmental measurements that support the accomplishment of IRUSA’s strategic goals and priorities.
- Prepares periodic reports for management, as necessary or requested, to track strategic goal progress and accomplishments.
- Develop and monitor an annual budget that includes human resource and strategic services to ensure alignment with organizational priorities.
- Lead competitive market research to establish pay practices and pay bands that help recruit and retain superior staff.
- Develop and maintain a human resource information system that meets the organization’s growing personnel information needs.
- Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and engagement.
- Oversee all aspects of Talent acquisition and staff retention.
- Foster a positive and inclusive work environment, provide oversight to employee relations issues and ensure IRUSA compliance with laws, policies and standards.
- Lead initiatives to improve organization structure, culture, performance, capacity and effectiveness.
- Lead and manage organization change management for all activities that are HR related.
- Partner with CEO and other C-suite executives to drive IRUSA business strategy and address challenges.
- Work directly with department managers to assist in carrying out their responsibilities on personnel matters.
- Consult with legal counsel as appropriate, or as directed by the CEO, on personnel matters.
- Other duties as required/assigned.
- Bachelor’s degree in Human Resources, Business, or related field required; advanced degree strongly preferred.
- Minimum of 7 years of progressive leadership experience in Human Resources positions.
- Extensive experience and broad knowledge in employment law, compensation, organizational planning and development, employee relations, safety, training, and labor laws and relations.
- Demonstrated ability and knowledge in establishing and administering compensation and job evaluation methods, recruitment strategies and techniques, statistics, performance evaluation methods, and employment counseling and conflict resolution methods.
- Demonstrated ability to create and sustain an engaging, mission-centered, and high-performing work environment.
- Demonstrated ability to implement quality HR solutions within rapidly evolving environments and lead staff to ensure that tasks and deadlines are accomplished with high quality and in a timely fashion.
- Experience with change management and collaboration with senior leadership to drive integration of new organizational strategies and practices.
- Excellent management and communication skills; ability to influence and engage direct and indirect reporting staff members, senior management and executive leadership.
- Innovative thinker, with a track record for translating strategic thinking and planning into actionable plans, and output to achieve tangible results.
- Excellent judgment and creative problem skills, including negotiation and conflict resolution skills.
- Proven ability to work and effectively lead a highly diverse community and partnership base in a sensitive and rapidly changing financial regulatory environment.
- Demonstrated and consistent record of personal and professional conduct that promotes an inclusive climate and IRUSA values.
- Ability to operate as an effective tactical and strategic thinker and leader.
- Highly motivated and committed to humanitarian mission and values; ability to lead by example, with transparency and integrity that motivates staff at all levels.
