FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Equivalent combinations of education and experience are qualifying for this grade level.

- Conducting plant pest surveys and/or cargo inspections at regulated sites or port of entries (e.g. nurseries, airports, train yards, docks, etc.).
- Applying and interpreting regulations, policies, and procedures of agricultural quarantine principles pertaining to import/export certification.
- Applying and interpreting regulations, policies, and procedures of agricultural quarantine principles pertaining to compliance activities and regulated sites, facilities, and commodities (e.g. nursery, ports of entry, cargo, etc.).
- Planning and conducting various quarantine treatments and remedial measures, such as disinfection, sterilization, fumigation, cold treatment, hot water treatment, irradiation and/or removal/destruction of regulated articles for plant pests and diseases.
- Training and/or oversight of lower graded employee in surveys; control measures; biocontrol and biotechnology activities for export of regulated agricultural commodities.

- Independently planning, coordinating and executing containment facility inspections.
- Independently planning, coordinating and issuing Phytosanitary certificates.
- Independently planning, coordinating and regulating plant/plant product shipments for import/export.
- Preparing and making formal presentations to internal and external audiences.
- Planning, coordinating, and conducting all aspects of operational activities, including special programs, newly emerging programs or operational functions with cooperators, other government entities, industries, etc.
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Equivalent combinations of education and experience are qualifying for this grade level.
