CEM Construction Corp is seeking an experienced and detail-oriented Payroll Labor Compliance Specialist to join our administrative team. In this pivotal role, you'll oversee certified payroll reporting, ensure compliance with prevailing wage laws such as the Davis-Bacon Act and California DIR regulations, and serve as a resource for internal and external stakeholders. Your knowledge of labor compliance will help support public works projects and government contracts, keeping us aligned with regulatory requirements and supporting our mission of delivering civil construction excellence.

Responsibilities Include But Are Not Limited To
- Process weekly Davis Bacon/Prevailing Wage certified payrolls
- Handle off-cycle payrolls, termination checks, bonuses, and corrections
- Administer deductions: wage garnishments, tax liens, 401(k), etc.
- Ensure compliance with federal, state, and local payroll laws
- Prepare fringe benefit statements, DAS 140, DAS 142
- Determine trade classifications and wage rates
- Maintain compliance with record-keeping and audit requirements
- Submit certified payroll to DOL, DIR, and other agencies via LCP Tracker
- Respond to prevailing wage questions from agencies and internal teams
- Run weekly job cost reports and prepare labor reporting for management
- Review and assist subcontractor payrolls for compliance
- Support HR tasks including onboarding, recruiting, and employee relations
- High School Diploma or GED required
- 3-5 years of experience in certified payroll and prevailing wage processing
- Proficient with DIR, E-CPR, LCP Tracker
- Knowledge of PLA requirements, Federal/State wage determinations
- Exceptional attention to detail and organizational skills
- Strong verbal and written communication abilities
- High integrity and confidentiality handling sensitive payroll data
- Comfortable with spreadsheets, payroll software, and calculator use
