Job Description
Primary Purpose
The Permit to Work (PTW) Coordinator is a pivotal member of the Operations team at the Port Arthur LNG facility, responsible for ensuring the safe, compliant, and efficient execution of all permitted work activities. This safety-sensitive role serves as the central liaison between Operations, Maintenance, and Contractor teams, overseeing the end-to-end lifecycle of the Permit to Work process. The PTW Coordinator ensures that all work is properly planned, risk-assessed, authorized, and executed in accordance with company policies, industry best practices, and regulatory requirements.
This role is instrumental in maintaining a strong safety culture and operational discipline across the facility. The PTW Coordinator plays a key role in facilitating daily work planning meetings, managing simultaneous operations (SIMOPS), and ensuring that all field activities are conducted with full awareness of potential hazards and mitigation measures. The position requires a deep understanding of process safety principles, control of work systems, and the ability to lead or support job hazard analyses, toolbox talks, and field verifications.
The PTW Coordinator will work across functions to ensure work plans can safely be executed while utilizing electronic permit systems and computerized maintenance management systems (CMMS), ensuring accurate documentation and traceability of all permitted work.
This position works on a regular day shift schedule but may be required to roll onto a shift schedule from time to time to more closely support operations. In addition this role will be expected to maintain operations competency certifications for one or more field or DCS positions.

Duties And Responsibilities
- Permit System Management
- Serve as the site focal point for the daily administration of the Permit to Work System.
- Facilitate daily PTW planning and coordination meetings, including SIMOPS (Simultaneous Operations) discussions.
- Guide operations, maintenance, and contractor personnel in the preparation, authorization, and closure of permits.
- Ensure timely development and delivery of complete permit packages, including job-specific risk assessments.
- Operations Safety & Risk Assessment
- Lead and participate in job hazard analyses (JHAs), toolbox talks, and field-level risk assessments.
- Support lock-out/tag-out (LOTO), HAZOP reviews, and other safety-critical processes.
- Conduct field observations, self-verifications, and compliance audits to ensure adherence to control of work procedures.
- Coordination & Communication
- Ensure effective handovers during shift and crew changes, with clear documentation of ongoing and upcoming work.
- Collaborate with operations specialist to manage the safe transfer of equipment ownership between departments.
- Maintain accurate shift reports and communicate abnormal conditions or critical maintenance activities.
- Support for Plant Operations
- Assist in planning and coordinating safe unit startups, shutdowns, and plant outages.
- Develop permit strategies for major maintenance events and turnaround activities.
- Compliance & Continuous improvement
- Ensure all activities comply with environmental, health, and safety regulations
- Act as a subject matter expert on the electronic PTW system and support user training.
- Participate in emergency response drills and incident command activities.
- Contribute to process safety initiatives such as Management of Change (MOC) and Process Hazard Analysis (PHA).
Qualifications
Education
- Associate's Degree Process Technology or other related field or an equivalent combination of education, training, and/or experience Preferred
- 3 Petrochemical, Refining, or Oil & Gas / LNG Operations Experience. Required
- 3 Managing Control of Work via a PTW process in a related industry (Petro-Chemical/Refinery/Cryogenic) preferably using an electronic PTW system Preferred
- Operational Coordination & Awareness - Intermediate
- Proven ability to manage and coordinate multiple work activities simultaneously, with a clear understanding of how each task impacts broader operational goals.
- Deep knowledge of regulatory requirements and critical safeguards specific to LNG operations, including health, safety, environmental protection, and equipment integrity.
- Leadership & Team Collaboration - Intermediate
- Strong leadership qualities with the ability to foster a positive, safety-focused team environment.
- Experience mentoring and influencing cross-functional teams, including operations, maintenance, and contractor personnel.
- Safety & Compliance Expertise - Intermediate
- In-depth understanding of site safety programs, environmental compliance, and emergency response protocols.
- Demonstrated commitment to upholding safety standards, and promoting a culture of continuous improvement.
- Communication & Interpersonal skills - Advanced
- Excellent verbal and written communication skills, with the ability to clearly convey technical information and facilitate productive discussions with internal and external stake holders.
- Skilled in preparing and delivering presentations, reports, and procedural documentation.
- Technical proficiency - Intermediate
- Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Visio), with the ability to create clear, professional documentation and visual aids.
- Familiarity with electronic Permit to Work systems and computerized Maintenance Management Systems (CMMS) is highly desirable.
