Under Direction Of The Director, Sustainability Policy And Legal Affairs, With Wide Latitude For The Exercise Of Independent Judgment And Decision, The Deputy Director, Sustainability Policy, Will Perform Managerial Work Pertaining To Implementation Of Building Sustainability Laws, Including
The qualified candidate will have significant experience developing and implementing policy and advising executive staff on policy related to sustainable buildings and the clean energy transition.
The qualified candidate will also have excellent written and oral communication skills and a documented track record of working cooperatively with stakeholders to achieve results in a fast-paced work environment.
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

- Advise the Bureau of Sustainability on all policy matters related to sustainable buildings and the clean energy transition
- Advise the Bureau in managing policy developments and formulating agency strategy, including new ideas for overall policy initiatives
- Manage projects large and small to operationalize DOB’s sustainability policies, including the research, analysis, development, and drafting of policy documents
- Review and support data analytics, including quantitative and qualitative analyses, conducting independent analysis, and ensuring the team’s analytical methodologies are rigorous and documented, and that findings are clear, insightful, and actionable
- Represent the Bureau in internal and external meetings to formulate policy and negotiate creative solutions
- Manage a staff of policy and data analysts

- A master’s degree from an accredited college or university in architecture or architectural technology, biology, building science, chemistry, climate and society, climate science, city or urban planning, construction management, earth science, economics, energy management, engineering or engineering technology, environmental law, science, or studies, facilities management, mathematics, physics, public administration, public policy, statistics, sustainability, urban studies, or a related field, or a juris doctorate degree from an accredited law school with a concentration in environmental law, and two (2) years of satisfactory, full-time experience in energy, environmental, or sustainability-related data analysis, program management, strategic planning, or a related field, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or
- A baccalaureate degree from an accredited college or university and four (4) years of satisfactory, full-time experience as described in “1” above, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or 3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience in an administrative, managerial, executive, consultative, or supervisory capacity as described in “1” above.
- Deep knowledge of building sustainability policy in New York City, New York State, and within the Federal Government. - Excellent written and verbal communication and interpersonal skills. - Deep knowledge of the NYC Construction Codes. - Experience effectively communicating technical findings and principles to a non-technical audience. - Experience developing and implementing policy. - Experience with statistical analysis, data analysis and supporting database production and operation. - Experience effectively managing and training staff.
