This position reports to the Assistant General Manager of Engineering Construction. The Manager of Environmental Health and Safety supervises an effective and dedicated team of three and is responsible for leadership and technical guidance for the CCWD's environmental compliance and occupational health and safety programs to achieve a world-class District-wide environmental health and safety culture. The position provides support to management and CCWD staff in developing and implementing solutions to safety and environmental compliance challenges. CCWD’s strong safety culture is a benefit in ensuring continuous improvement through the development and implementation of proactive measures for injury and illness prevention.

General Description
Under general direction, provides leadership and technical guidance for the District's environmental compliance and occupational health and safety programs to achieve a world-class District-wide environmental health and safety culture; develops continual performance improvement strategies; manages effective and compliant environmental health and safety programs and procedures; provides hazards assessments, risk evaluations, corrective action and improvement recommendations; coaches and mentors staff; provides guidance and functions as part of the executive management group, and leads environmental health and safety efforts in support of operations, engineering, office personnel and contractors.
DISTINGUISHING CHARACTERISTICS
This position is responsible for administering the environmental health and safety programs for all employees by being an active and visible proponent of safety, fostering a safety culture that values and respects all contributions, ensuring the District's compliance with all applicable health and safety regulations, implementing and overseeing the safety training program, assisting work groups in a continuous improvement program of safety performance, and providing management staff, employees and committee members with the resources and support necessary to perform their safety functions. This position oversees the environmental compliance programs to meet environmental regulations; serves as the District's liaison with regulatory agencies as assigned; provides complex and responsible support to management and District staff in developing and implementing solutions to environmental compliance problems; and performs related duties as assigned. This position will act as a catalyst for continuous improvement through development and implementation of proactive measures designed to prevent injuries and illnesses and drive environmental compliance by fostering a culture of respect. SUPERVISION RECEIVED AND EXERCISED
Receives direction from management staff.
Exercises technical and functional supervision and evaluates the work of clerical staff and assigned interdepartmental professional and technical staff to effectively accomplish program objectives.

Cultivate and maintain a standard of trust and confidentiality with staff at all levels.
Provide guidance and function as part of the executive management group to advance organizational initiatives designed to improve environmental health and safety culture, enhance the District's organizational climate, and increase interdepartmental teamwork.
Develop, coordinate and supervise the implementation and maintenance of a comprehensive District-wide environmental health and safety program designed to prevent injury, occupational illness, environmental damage, and damage to property.
Draft and recommend District-wide safety and health directives. Develop safety performance improvement strategies. Maintain District safety programs, including preparation and distribution of appropriate updates.
Determine applicability of administrative and regulatory requirements and other environmental health and safety laws. Maintain current knowledge of legislation, regulations and practices in environmental health and safety and advise District management regarding the impact of District operations. Direct development of request for proposals and manage selection processes for consulting and technical services. Manage external consultant contracts and environmental health and safety support services to accelerate and implement program improvements and initiatives. Collaborate with internal stakeholders to obtain support for new or revised programs and conduct employee training on new requirements.
Establish and implement training objectives, plans, and schedules in the area of environmental health and safety. Provide training by developing, overseeing, and implementing appropriate topics/classes/workshops. Work with safety committees to ensure they provide information to their work groups.
Identify and conduct training in selected areas. Maintain records and a database of environmental health and safety-related employee training. Assess incident statistics to determine requirements for new or modified training.
Represent the District in inspections and hearings conducted by Cal/OSHA, regulators governing air, water, wastewater, groundwater, and soil and other regulatory agencies.
Conduct presentations on assigned topics to staff and/or the Board of Directors.
Conduct, supervise, and train employees to conduct facility and site inspections, job hazard analyses, and other evaluations to identify hazards and potential risks.
Conduct job hazard analyses, root cause analyses and other evaluations to identify environmental and safety hazards and potential risks. Make recommendations to management and implement appropriate corrective action once incident investigations are completed. Conduct audits of corrective actions to ensure compliance with regulations and corrective action is effective.
Partner with management and safety committee to develop site environmental health and safety key priorities, and Key Performance Indicators (KPIs) to drive site environmental health and safety performance improvement.
Develop leadership skills of the executive management group through active support, coaching and feedback with the goal of continuous improvement of management engagement in the culture and ownership of environmental health and safety performance. Develop and lead environmental health and safety and organizational development related management training and leadership sessions.
Conduct regular employee surveys, identify world class standards and implement a plan for improvements based on survey results. Develop effective working relationships with staff in all District disciplines to continuously assess employee focus on environmental health and safety culture, develop appropriate responses for continuous improvement.
Lead development of environmental health and safety capabilities of all employees and contractors through effective content development and delivery of effective training.
Develop and maintain effective environmental health and safety communication to management that promotes awareness in performance trends and engagement in key concepts/initiatives.
Serve as District lead for implementation and management of District-wide electronic training management system.
Work with management to conduct timely safety event and other environmental health and safety-related incident investigations; initiate appropriate follow-up action, including determining whether policies need to be revised or developed and whether the results/recommendations of the investigation will have an impact on other work groups. Work with management to ensure actions are taken expediently to stop or change at-risk behavior and/or practices.
Ensure effective post-incident investigations are completed. Evaluate appropriateness of identified corrective actions and recommendations for changes in equipment and processes to correct unsafe conditions. Establish effective tracking program to ensure corrective actions and recommendations are addressed.
Address employee questions and concerns regarding safe work practices in alignment with Cal/OSHA and other regulatory requirements.
Create and ensure implementation of necessary systems, processes and procedures to ensure all facilities are in "audit-ready" state.
Oversee administration of the California Accidental Release Prevention Program, or Cal ARP, at the District's treatment plan (Tier III and Tier II programs).
Prepare and/or oversee the preparation of data for a variety of District-wide reports including Cal/OSHA and other regulatory compliance logs.
Act as primary Safety Officer on District’s Emergency Operations Team; provide field and EOC support during emergencies.
Effectively lead and coach the District-wide Safety Committee meetings to drive continuous improvements and ensure full employee engagement; advise three site safety committees; take appropriate action on issues that are identified during the meetings; meet regularly with management to discuss issues; act as a resource for the management staff, employees; and coach, mentor, train, and develop staff responsible for coordinating safety meetings within their own work group.

Oversees a comprehensive environmental compliance program including regulations governing air, water, wastewater, groundwater, and soil; develops and implements program standards, procedures, and systems.

Coordinates the development of plans and strategies for complying with environmental requirements and regulations; conducts studies and analyses to ensure that compliance with environmental laws and regulations is occurring, including site visits where appropriate.
Analyzes, reviews, interprets, and comments on technical documents, designs and specifications, and reports, including those prepared by other District staff, consultants/contractors, and external agencies, for impacts.

Minimum Qualifications
The ideal candidate will be an organized and energetic professional in the field with the ability to communicate effectively to a wide array of audiences. The successful candidate will bring a combination of professionalism and approachability to the position as well as the ability to provide creative solutions to complex problems.
Highly qualified candidates will possess seven years of progressively responsible experience in environmental compliance or health and safety technical support services, or management work and a Bachelor's degree from an accredited college or university with major coursework in industrial safety, occupational health, safety engineering, business or public administration, or a related field.
Possession of a valid California driver’s license to be maintained throughout employment is required.
Possession of certification such as an Associate Safety Professional (ASP), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Graduate Safety Professional (GSP), Occupational Health and Safety Technologist (OHST), and/or Construction Health and Safety Technician (CHST) are highly desirable.
