Job Summary

Under the direction and guidance of the Title and Contracts Manager, the Title Examiner 3 will process the more complex applications including complete & partial assignment applications, short-term and long-term applications, and right of way applications. Provide efficient, accurate and timely examination of agreements, contracts, orders, and other legal documents to internal staff and outside representatives. Responsible for meeting deadlines; and providing accurate information. Exercise considerable independence and discretionary judgment in daily tasks and assigned workload. Ability to communicate effectively, orally and in writing. Ability to research and provide lengthy land and title reports. Ability to deal courteously and effectively with all levels of ASLD staff, including the Commissioner's Office, members of the public, federal, state, and local government officials, and the Attorney General's Office.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties

  • Process assignment applications, long-term and short-term applications, and right of way applications.
  • Locate parcels of land from legal descriptions and maps provided by applicants; Research, review, analyze, interpret legal descriptions to local area of use.
  • Read/interpret 'excepted and reserved' and 'subject to' language in acquisition and disposition records; Read/interpret historical land records in microfiche, microfilm, ViewCenter, and SalesForce.
  • Prepare Title and Land Reports (which are used to determine land ownership & land use) for internal and external customers; Ensure the accuracy of current land status (land balancing) after land has been leased; Collaborate with the Project Manager to ensure title records are accurate prior to issuance of lease.
  • Respond to applicants, staff and public inquiries regarding applications and use of State Trust land; Organize workload and meet assigned deadlines.
  • Other duties as assigned as related to the position.

Knowledge Of

Knowledge, Skills & Abilities (KSAs):

  • Appropriate statutes, departmental rules, policies, and procedures as it pertains to leasing State Trust land.
  • Researching land title and leasing records.
  • Encumbrances, chain of title, leasing, and land records.
  • Title procedures, assignments, legal terminology, land research practices, and preparation of related documents.

Skilled In

  • Advanced verbal and written communication.
  • Examining / proofreading documents for accuracy.
  • Computer usage and programs (Microsoft Office Suite, Excel, Salesforce).

Ability To

  • Communicate correct information to public and staff, as well as coordinating between various sections with appropriate tact and resourcefulness.
  • Understand and interpret legal descriptions to draw conclusions as to ownership and/or description of property.
  • Plan and organize personal workload to effectively meet assigned deadlines.
  • Prepare in-depth, accurate, and organized title and land research reports.

Selective Preference(s)

A minimum of 3-5 years experience in:

  • Examining and/or title work similar to that done within a title company, assessor's office or state, federal, or City land/title Department.
  • Interpreting legal descriptions and examining/processing legal contracts.
  • Any combination of training and experience that meet the Knowledge, Skills, and Abilities (KSAs); may include, but are not limited to, a relevant degree from an accredited college or university, coursework, and work experience relevant to assignment.

Pre-Employment Requirements

  • Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete required driver training. (refer to Arizona Administrative Code R2-10-207.12.)
