On May 23, 1996, Governor George W. Bush certified the North Central Texas Workforce Development Area (WDA) and on July 25, 1996, the Chief Elected Officials of the 14-county WDA signed a partnership agreement forming the North Central Texas Workforce Development Board and selected the North Central Texas Council of Governments as its fiscal agent, grant recipient and administrative agent. Our WDA includes Collin, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell and Wise counties.
How you will make an impact - Description of the Opportunity:
The Senior Manager, Child Care is responsible for leading a team aligned to Child Care while implementing strategic plan initiatives, goals and objectives. In addition, the role will be responsible for developing program and contractual policies, reviewing agency and federal funding guidelines, procedures, rules, and regulations. The Senior Manager Child Care establishes day-to-day priorities, standards, and measurement tools for determining progress in meeting/exceeding program and operational goals. The role coordinates and evaluates system-wide program activities, in addition to reviewing and approving budgets. This role works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The Senior Manager, Child Care is responsible for leading a team aligned to Child Care while implementing strategic plan initiatives, goals and objectives. The Senior Manager Child Care establishes day-to-day priorities, standards, and measurement tools for determining progress in meeting/exceeding program and operational goals. Key Responsibilities:
- Provide operational oversight and support for Child Care program functions.
- Oversees and leads action plans/tactics in pursuit of goals and objectives consistent with the agency and department’s strategic plans related to Child Care Programs.
- Ensures direct reports and contractors are accountable, innovative, and responsive to the needs of child care customers, early learning programs and the child care industry.
- Establishes and maintains collaborative relationships across agency departments, contractors, workforce partners, funders (including potential funders), community-based organizations, early learning programs, and others that facilitate and support the work of the agency.
- Plans, implements and coordinates policies, regulations, procedures, and compliance issues related to Child Care Programs
- Leads the planning and budgeting processes by assessing resource needs and contributing to strategic decision-making.
- Serve as an official spokesperson and storyteller for the department.
- Supervise, mentor, and provide guidance to direct reports, ensuring they have the support and resources needed to deliver on their responsibilities effectively.
- Develop and implement performance management strategies, conducting regular evaluations to assess staff performance and ensure alignment with organizational goals. Provide constructive feedback and identify opportunities for growth.
- Develop and implement strategies for staff development, including training, professional growth opportunities, and team-building initiatives.

- FLSA: Exempt
- Starting Salary: $115,768.00 - $135,000.00 depending on skills, qualifications and experience.
- This position offers a hybrid work option after an onboarding period of approximately 30 days.

- NCTCOG participates in a defined contribution plan as an alternative to Social Security. The defined contribution retirement plan provides retirement benefits for all eligible employees. NCTCOG contributes twelve percent (12%) of permanent full-time employees' gross salaries. Participating employees contribute six percent (6%) of gross salary. An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
