Overview
Under general direction, performs a variety of progressively more complex duties related to regulatory compliance programs, risk mitigation, regulatory training, and program evaluation. Implements and administers the following agency-wide safety compliance programs and serves as the subject-matter expert.
This is an exempt position in Salary Grade 205: Min $97,864.00 – Mid $116,896.00 – Max $135,928.00 annually. The starting salary will be within this range based on qualifications.
The position will remain open until a candidate is selected.

Any combination of education or experience equivalent to a bachelor's degree in Program/Project Management, Occupational Safety, Industrial Hygiene, or related field with a minimum of five years related experience in program oversight, including three years of administrating and overseeing regulatory compliance activities. Prior experience in worker training, worksite evaluation, and program audits. A master’s degree or relevant professional certification is desired.

- National Transit Database (NTD) Safety and Security Reporting
- California Department of Motor Vehicles Pull Notice Program
- Driver Record Information, Verification, and Enforcement (E-DRIVE) Application
- Emergency Action Plan (fire/evacuation/shelter-in-place)

- Develops and implements health and safety compliance programs for Agency-wide operations. Determines the applicable HSEC programs to be implemented and ensures programs/policies are continuously updated according to the current regulations.
- Leads the Drug & Alcohol Compliance Program, serves as the Designated Employer Representative (DER) / Drug and Alcohol Program Manager (DAPM), manages random selections, oversees contracts, documentation, collection, and Medical Review Officer (MRO) processes, and manages the annual Management Information System (MIS) report.
- Administers the National Transit Database (NTD) safety & security reporting, compiles monthly data, performs annual close-out analyses, responds to FTA validation inquiries, and coordinates incident reporting with contractors.
- Maintains and updates policies, Standard Operating Procedures (SOPs), and manuals to ensure alignment with federal, state, and local regulations.
- Inspects and audits programs and program data.
- Prepares incident trend analyses and reports to drive corrective actions and continuous improvement.
- Maintains and updates the agency-wide Emergency Action Plan and quick-reference guides.
- Plans and reviews site evacuation and shelter-in-place training options.
- Conducts all regulatory required training and ensures all training materials and transfer of knowledge techniques are applicable to the workplace.
- Manages relationships with external vendors (testing facilities) and regulators (FTA, DMV), and partners with internal teams (HR, IT, Operations).
- Collaborates and works effectively with multiple departments and personnel.
- Serves on cross-functional committees and presents clear written and verbal briefings to staff at all levels in the Agency.
- Manages all internal and external compliance audits and tracks observations to closure.
- Prepares and presents analytical studies of compliance related topics
- Drives continuous improvement of HSEC programs and supports OCTA’s Safety Management System (SMS) approach.
