The Position
LRAPA has an opening for an Environmental Coordinator 1 (EC1)
The EC1 is a paraprofessional position that serves as a primary point of contact for community members, regulated entities, and partner agencies, while also supporting critical governance and regulatory functions. Primary responsibilities include:
- Customer Service – Answering phones, welcoming office visitors, responding to emails, and connecting the public to the appropriate LRAPA staff, resources, and information so that every interaction with the Agency is timely, helpful, and professional.
- Complaint Intake – Receiving, evaluating, and routing community complaints across program areas including asbestos, general air quality, home wood heating, outdoor burning, and wildfire smoke; entering valid complaints into LINFO; and sending timely follow-up communications to complainants and staff.
- Board of Directors & Citizens Advisory Committee Support – Preparing agendas and meeting materials, capturing meeting minutes, coordinating meeting logistics, and ensuring monthly meetings of the Board of Directors and Citizens Advisory Committee run smoothly and are well-supported.
- Rulemaking Coordination – Serving as the department’s rules coordinator, supporting LRAPA’s rulemaking process from start to finish by drafting and tracking rulemaking documents, facilitating staff and stakeholder engagement, and coordinating with the CAC, Oregon DEQ, and EPA as needed.
- Asbestos Coordination – Sharing responsibility for asbestos notification intake and processing with the Environmental Coordinator 2; maintaining asbestos-related records; responding to public and contractor inquiries; and supporting compliance with applicable federal and state asbestos notification requirements.
- Enforcement Coordination – Supporting LRAPA’s enforcement program by coordinating scheduling, documentation, and communication between enforcement staff and other program areas; serving as an organizational point of contact for enforcement logistics; and ensuring enforcement workflows are well-organized and consistently documented
- Office Oversight – Managing day-to-day office operations including monitoring and ordering supplies and maintaining organized, audit-ready internal records and files.
This position works in close partnership with the Environmental Coordinator 2, who carries primary responsibility for stationary source permit coordination. Together, the two roles support the full range of Communication & Coordination Department functions.

LRAPA is the local air quality authority for Lane County, Oregon. Our dedicated staff of 17 work to achieve and maintain clean air across the county, supported by our member entities of Lane County, Eugene, Springfield, Cottage Grove, and Oakridge, and guided by our nine-member Board of Directors.

A combination of experience and training that would likely provide the required knowledge, skills, and abilities to successfully perform the job. A typical qualifying combination includes:
- Bachelor’s degree from an accredited college or university with major coursework in natural physical sciences, business administration or a closely related field
- Four years of general clerical or administrative experience

- Valid Oregon driver’s license at time of appointment

Compensation is based upon the selected candidate’s experience and qualifications.
