PROJECT OVERVIEW

The Good Neighbor Community Benefits Agreement (CBA) Campaign is a strategic initiative to proactively engage local businesses and stakeholders in creating shared value for the PT Barnum neighborhood. A Community Benefits Agreement is a formal agreement between community stakeholders and businesses or developers to ensure that investments contribute meaningfully to the community.

POSITION SUMMARY

PT Partners seeks a CBA Project Planning Consultant to design and develop a comprehensive, actionable framework for launching a Community Benefits Agreement campaign. The consultant will be responsible for research, strategy development, stakeholder planning, and creation of implementation tools that support successful business engagement and negotiation.

In this role, the consultant will help shape the campaign's strategic direction from the ground up. This includes clarifying priorities, identifying opportunities to align community needs with private-sector investment, and translating community goals into a practical plan to guide outreach, engagement, and negotiation over time. The work will require both strategic thinking and strong organizational follow-through to ensure the campaign is prepared for a thoughtful and effective launch.

The consultant will play an important role in advancing a project with real significance for the PT Barnum community. A well-structured CBA campaign can help ensure that future development contributes to neighborhood stability, stronger public spaces, better local conditions, and more equitable access to opportunity. By creating a clear framework for action, the consultant will help PT Partners build momentum around a process that centers community voice and long-term benefit.

This engagement will be highly collaborative and will involve close coordination with PT Partners leadership, staff, and community stakeholders. The consultant should expect to work iteratively, incorporating feedback, refining ideas, and helping align different perspectives into a shared plan. KEY RESPONSIBILITIES

The consultant's scope of work is organized around five core areas of responsibility, each designed to build on the previous and collectively produce a launch-ready CBA campaign framework.

1 Research & Strategy

Conduct research on CBA best practices in urban communities, analyze comparable models, identify key success factors, and assess the local landscape, including stakeholders, resources, and opportunities.

2 Framework & Guide Creation

Develop a comprehensive CBA campaign guide covering partner identification and roles, resource mapping, project scope, timeline and phased approach, and community and business engagement strategy.

3 Business Engagement Planning

Create a realistic implementation plan to engage local businesses, including outreach methods and timing, communication plans, scenario planning for businesses that engage or decline, and customized outreach templates based on existing PT Partners business profiles.

4 Negotiation Framework

Design a structured negotiation process between PT Partners and businesses covering site improvements, impact mitigation, neighborhood infrastructure investments, and direct funding or programmatic support.

5 Stakeholder Sustainability

Develop strategies to maintain business participation and long-term engagement, including standing meetings, defined points of contact, and governance or coordination structures such as resident leaders and contractor roles.

DELIVERABLES

The consultant will produce a complete suite of strategic documents and tools to support the launch and execution of the Good Neighbor CBA Campaign.

The Contractor agrees to complete the specified work for a flat rate of $4,000, requiring minimal guidance, and shall be responsible for providing all necessary materials to ensure completion. The deliverables shall consist of a comprehensive document totaling approximately 25–30 pages, including: (1) a CBA Best Practices Research Summary featuring at least 5–10 examples of best practices; (2) a Comprehensive CBA Campaign Guide of no less than 3–5 pages; (3) a Business Engagement & Communication Plan, including scenario planning, outreach template creation, and three distinct engagement strategies focused on site improvement, direct funding, and a third designated priority area; (4) an Implementation Timeline & Strategy outlining phased milestones, negotiation framework, and execution approach; and (5) a Stakeholder Engagement & Retention Plan detailing strategies for sustained participation and governance structure. Payment shall be issued only upon satisfactory completion of the work. All work produced under this agreement, including any documents, materials, or deliverables, shall be deemed ‘work made for hire’ and remain the sole and exclusive property of PT Partners. All deliverables shall be submitted as electronic copies in a mutually agreed-upon format.”

  • Stakeholder Engagement & Retention Plan - Strategies and governance structures to sustain long-term business participation and community alignment.

QUALIFICATIONS

The ideal candidate brings a combination of professional expertise, community knowledge, and practical planning skills to support PT Partners in launching an effective and equitable CBA campaign.

  • Community Development Background - Experience in community development, urban planning, public policy, or a related field is required.
  • CBA Knowledge - Demonstrated knowledge of Community Benefits Agreements or similar tools, with the ability to apply best practices to a local context.
  • Research & Strategic Planning - Strong research, writing, and strategic planning skills, with the ability to translate complex concepts into practical, actionable frameworks.
  • Partnership Experience - Experience working with community-based organizations, coalitions, or public-private partnerships. Experience in stakeholder engagement, facilitation, or negotiation is preferred.
