Proposal Manager

Looking for a Proposal Manager who leads opportunity teams in developing compliant, compelling, competitive, and winning proposals for US Federal agencies. The Proposal Manager engages productively with senior leadership team members and leads end-to-end management of assigned proposals. They can identify and resolve issues, gain consensus through effective communication, collaborate successfully across the organization, develop and maintain schedules, organize resources, and coordinate inputs and reviews ensuring bid strategy implementation, compliance, and responsiveness.
The ideal candidate demonstrates expertise in proposal management, with a focus on organizational and project management skills, strategic thinking, effective communication, and leadership.
Applicant Requirements
- US citizen or authorized to work in the United States.
- Must have lived in the United States for three of the last five years.
- Must be able to pass a VITG background check and drug screening.
What will you do?
- Lead and Manage Proposal Development: Direct and motivate cross-functional proposal teams to produce high-quality, compliant, and compelling proposals in response to US Federal Government solicitations.
- Strategic Proposal Planning & Execution: Develop and execute comprehensive Proposal Management Plans aligned with organizational processes and industry best practices, including creating and managing schedules, allocating resources, and coordinating inputs and reviews.
- Capture Strategy Integration: Effectively translate capture phase strategy, themes, and discriminators into the final proposal, ensuring a cohesive and persuasive narrative.
- Critical Analysis & Problem Solving: Critically evaluate solicitation requirements, proactively identify potential challenges, and decompose complex information into manageable tasks and assignments for the proposal team.
- Adaptability & Innovation: Adjust proposal strategies and content to address evolving requirements and leverage available resources to develop innovative solutions that exceed client expectations.
- Proposal Process Expertise: Guide the proposal team in adhering to industry-standard proposal development and writing best practices, ensuring high-quality deliverables.
- Template & Outline Development: Create and maintain standard proposal response templates and detailed outlines that align with the specific requirements of each RFx.
- Team Leadership & Development: Coach, mentor, and train proposal team members on best practices for organizing, writing, and reviewing compelling proposals.
- Compliance & Quality Assurance: Develop and maintain a comprehensive proposal compliance matrix, conduct Just-In-Time (JIT) writer training, and lead storyboard/annotated outline development sessions to ensure compliance and responsiveness.
- Communication & Collaboration: Communicate effectively with senior leadership, resolve issues, and build consensus across the organization to ensure a cohesive and well-coordinated proposal development process.
- Facilitation & Decision-Making: Lead team stand-up meetings, facilitate Proposal Kickoff meetings, conduct JIT writer training, and guide storyboard/annotated outline development and color review sessions. Make sound decisions on recommended changes to proposal products, including adjudicating color team feedback, to optimize proposal quality, responsiveness, and compliance.
What We Value
- Bachelor’s Degree 9+ years of relevant experience, or Master’s Degree 7+ years of relevant experience.
- 5+ years’ experience in developing proposals for US Government Federal Civilian clients.
- Demonstrated experience interpreting a variety of US government contracting regulations and applying those requirements to final proposal submissions.
- Experience working closely with a broad array of departments responsible for the administration of federal procurements (Accounting, Contracts, Division Operations, Legal, HR, etc.)
- Proven experience in successfully bidding for and winning contracts with US Federal Civilian agencies.
- APMP certification strongly preferred
