Assistant Director - Finance & Timekeeping
POSITON SUMMARY
The successful candidate will play a key role in supporting both administrative and operational functions across Staten Island Railway. The analyst must develop a thorough understanding of the Railway’s unique operational and administrative practices, translate business objectives into practical and effective organizational solutions, and maintain a strong commitment to quality assurance. This position will also contribute to SIRTOA’s long‑term planning efforts.
RESPONSIBILITIES
- Prepare, review, and submit reimbursement invoices for Capital, Outside Projects, Board of Education, and other reimbursable programs, ensuring accuracy of labor hours, charges, and supporting documentation.
- Reconcile subledger activity with PeopleSoft ledgers and maintain accurate tracking of invoice balances, payments, and adjustments.
- Collaborate with internal and external auditors to ensure compliance with applicable standards and requirements.
- Develop and maintain automated reports, dashboards, workflow solutions, and data‑tracking tools using SharePoint, Power BI/Power BI Builder, Power Automate, and Excel to support operational and financial analysis.
- Produce real‑time workforce and reimbursable reporting, including headcount, union classifications, title distributions, and FTE calculations.
- Conduct comprehensive audits of payroll data to ensure accuracy, compliance, and proper documentation.
- Perform administrative and operational support tasks, including pass replacement processing and additional analytical or financial assignments as needed.
EDUCATION AND EXPERIENCE: Assistant Transit Management Analyst I and II:
A master's degree from an accredited college or university in business administration,
public administration, public policy, engineering, engineering technology, economics,
architecture, mathematics, physics, computer science, finance, accounting,
transportation planning, industrial psychology, urban planning/studies, human
resources management, labor relations, operations research, security management
or in a related area, or
- A baccalaureate degree from an accredited college or university and two years of
satisfactory full-time professional experience working in budget administration,
accounting, economic or financial administration, engineering, in management or
methods of analysis, operations research, organization research or program
evaluation, personnel or public administration, staff development, employment
program planning or administration, security management; or general administration.
Associate Transit Management Analyst
- A master's degree from an accredited college or university in business
administration, public administration, public policy, engineering, engineering
technology, economics, architecture, mathematics, physics, computer science,
finance, accounting, transportation planning, industrial psychology, urban
planning/studies, human resources management, labor relations, operations
research, security management or in a related area, and one year of full‐time
satisfactory professional experience working in budget administration, accounting,
economic or financial administration, engineering, in management or methods
analysis, operations research, organizational research or program evaluation,
personnel or public administration, staff development, employment program
planning or administration, security management; or general administration; or
- A baccalaureate degree from an accredited college or university; and three years
of full-time satisfactory experience as described in "1" above.
DESIRED SKILLS
- Proficiency in Microsoft Office applications (Excel, SharePoint, PowerPoint, Word, Power BI), including creating and manipulating functions, building pivot tables, generating reports, and importing/exporting complex datasets.
- Ability to learn quickly and maintain high productivity with minimal errors.
- Strong critical thinking, data analysis, and problem‑solving skills, with a focus on delivering solutions that add value to the Authority.
- Excellent written and verbal communication skills.
- Exceptional interpersonal and customer service skills, with the ability to interact effectively at all levels of the organization.
- Ability to manage and balance multiple priorities simultaneously while meeting deadlines.
- Demonstrated ability to work collaboratively in a team‑oriented environment to enhance operational efficiency.
- Familiarity with payroll processing, financial literacy, and interpreting financial statements.
- Excellent attention to detail, supported by strong mathematical and calculation skills.
