SENIOR VICE PRESIDENT OF ENHANCED FAMILY FOSTER CARE (EFFC)

Full Time/Part Time Regular Full Time Total Hours Per Week 35 From Salary $155,000 To Salary $165,000

Job Summary: Provides executive leadership, strategic direction, and operational oversight of programmatic, administrative, and fiscal functions of the Enhanced Family Foster Care Program (EFFC) and related foster care services, including integration and coordination with Behavioral Health: Article 29-I clinical services and CFTSS. Ensures the delivery of trauma-informed, culturally responsive, and family-centered services that promote safety, permanency, and well-being outcomes for children and families. Responsible collaborating to ensure compliance with all applicable federal, state, local, ACS, OCFS, Medicaid, and agency requirements while ensuring program and workforce performance, fiscal sustainability, quality services and compliance.

Duties & Responsibilities

Leadership & Strategic Oversight

  • Provide senior leadership to EFFC staff aligning ACS targets with the agency’s mission.
  • Develop and implement short and long-term plans that ensure program effectiveness, efficiency and outcomes.
  • Serve as the lead representative and liaison with ACS, OCFS, DOH, COFCCA, and regulatory or accrediting bodies.
  • Establish and maintain a program culture of compliance, accountability, collaboration, and quality.
  • Provide supervision and oversight to direct reports and other EFFC leadership as appropriate.
  • Facilitate and maintain collaboration between all EFFC units/teams to support service functions.
  • Attend executive leadership meetings, organizational planning activities, and agency-wide funding and initiatives as requested.
  • Lead review and audits preparations, corrective actions and regulatory/administrative site visits.

Program Management & Compliance

  • Ensure compliance with contractual agreement & regulatory standards.
  • Establish/refine processes to attain performance targets including safety, permanency, well-being, visitation compliance, service delivery, and documentation standards.
  • Oversee implementation of compliance systems and case practice standards.
  • Ensure timely response to incidents, investigations, grievances, complaints, and critical events.
  • Implement corrective actions to address compliance trends including case contact and documentation requirements, TPR filings, Court mandates, Orders of Protection, incident management, permanency delays, AWOL/AWOC, placement disruptions, and safety concerns.
  • Ensure adherence to CONNECTIONS documentation standards, court reporting requirements, Family Assessment and Service Plans (FASPs), and permanency planning expectations.
  • Review and analyze performance dashboards, ACS reports and operational metrics to revise day-to-day operations.
  • Implement and monitor corrective actions and performance improvement initiatives.
  • Ensure operational readiness and compliance with ACS Agency Program Assistance (APA), and applicable regulatory oversight agencies.
  • Lead collaborations with Performance and Compliance Management (PCM) on quality, compliance, and program accountability outcomes.
  • Develop and implement performance strategies to strengthen operations and outcome compliance.
  • Ensure timely and comprehensive responses and submission of corrective actions.
  • Utilize data reports to identify operational trends and improve operations processes.

Clinical & Service Integration

  • Initiate and collaborate with all service providers to address the needs of children and families.
  • Ensure trauma-informed, culturally responsive, and family-centered practices are embedded throughout service delivery.
  • Ensure compliance with contractual agreement & regulatory standards.
  • Establish/refine processes to attain performance targets including safety, permanency, well-being, visitation compliance, service delivery, and documentation standards.

Fiscal Management

  • Monitor program budgets and ensure staff productivity, census management and accountability.
  • Monitor staffing patterns, caseload distribution, resource distribution and utilization, as well as operational efficiency to support program sustainability.
  • Ensure utilization of technology, data systems, and reporting tools to support operations and decision-making.

Human Capital Management

  • Develop knowledgeable, high-performing staff, and supervisory team.
  • Recruit qualified staff and promote retention and professional development activities.
  • Foster a culture of accountability, equity, and continuous improvement.
  • Ensure compliance with required training, supervision, coaching, and performance evaluations.
  • Address performance issues fairly and consistently.
  • Ensure staffing structures and operational coverage support safe and effective service delivery.

Stakeholder Engagement & Advocacy

  • Serve as the lead agency representative and liaison with ACS, OCFS, COFCCA, courts, community providers, and other stakeholders.
  • Maintain collaborative relationships with community partners, funders, and stakeholders.
  • Represent the agency at meetings, conferences, task forces, and advisory committees.
  • Advocate for policies, practices, and resources that advance the well-being of children and families in foster care.
  • Collaboration with legal and permanency stakeholders to ensure timely permanency outcomes for children and families.

Operational Excellence

  • Ensure timely and professional responses to internal and external inquiries, complaints, incidents, and emergencies.

Crisis Management & Operational Response

  • Provide executive oversight during crises, emergencies, critical incidents, and high-risk situations.
  • Ensure timely communication and coordination with executive leadership, regulatory bodies, and relevant stakeholders during emergencies.
  • Develop/revise and implement EFFC Emergency Preparedness, risk management and operations protocols and procedures.

Education & Experience

Master’s degree in social work, Human Services, Public Administration or related field required. Experience with ACS, OCFS and related regulatory frameworks required. Minimum of 8–10 years of progressive leadership experience in child welfare, foster care required. Demonstrated experience managing complex child welfare operations, regulatory compliance, and multidisciplinary teams.

Physical Requirements

Prolonged periods of sitting at a desk and working on a computer. Ability to climb up and down stairs as necessary. Ability to travel to Foster/Parent homes and other sites for court appearances and community events. May occasionally be required to lift and/or move records/files up to 15 pounds. Ability to respond to emergencies or critical incidents outside of normal business hours as needed.
