Seventy years on—and more relevant today than ever—the Skunk Works continues to drive innovation on the U-2, the nation’s premier high-altitude, multi-intelligence, all-weather ISR platform. We are seeking a seasoned Project Engineer and developing Program Manager to support a portfolio of Modernization, Improvement, and Derivative Programs.
This role is responsible for the program management and technical execution of assigned projects, spanning both contracted task orders and internal R&D efforts. The selected candidate will lead cross-functional teams to deliver program objectives while ensuring cost, schedule, and technical performance.
Key Responsibilities
Define and communicate program requirements to functional support teams.
Lead cross-functional teams to achieve program objectives across engineering, manufacturing, and administrative disciplines.
Develop, implement, track, and report project execution plans, performance metrics, and status.
Identify, manage, and mitigate program risks and opportunities; define and implement corrective actions as required.
Maintain responsibility for cost, schedule, and technical performance for assigned programs or subsystems.
Direct all phases of programs from inception through completion.
Support contract negotiations and contract changes.
Coordinate the preparation of proposals, business plans, statements of work, specifications, operating budgets, and financial terms and conditions.
Serve as the primary customer point of contact, leading program reviews to communicate cost, schedule, and technical performance.
Establish milestones and monitor adherence to master plans and schedules.
Identify program challenges and drive solutions, including resource allocation and contractual adjustments.
Direct and coordinate the work of assigned personnel across technical, manufacturing, and administrative areas.
Ability to travel ~ 1 week per month
Desired Skills
- Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 7 years of professional experience; or 5 years of professional experience with a related Masters degree.
- Experience with APTS
- Strong interpersonal skills
- Ability to critically think and drive creative solutions to complex problems

- Outstanding verbal and written communication skills to wide range of audiences
- Advocate and change agent for the Aero Operating Model
- Highly organized, efficient, action/detail- oriented with proven ability to deliver results and remove obstacles.
- Ability to work in a fast-paced environment and prioritize according to the needs of the program under shortened time constraints, as well as, managing multiple competing priorities.
