Job Overview
Administers and directs all facets of the operation, engineering, and maintenance duties related to water supply and distribution; performs related duties as required. Under general supervision, the duties involve the exercise of independent judgement in the interpretation and implementation of the Town of Hempstead, Dept. of Water (Department) policy. The incumbent provides supervision by direction and coordinating the activities of subordinate supervisory personnel.
Responsibilities
Administers and directs all facets of the operation, engineering and maintenance of water supply and distribution.
Coordinates the activities of all operating units in the Department.
Recommends, interprets and directs the implementation of Department policy.
Ensures the maintenance of standards consistent with applicable Public Health Law and Sanitary Code.
Ensures that operators possess minimum certification grades and that their assigned responsibilities do not exceed the certification grade limitations imposed by Subpart 5-4.2 of the New York State, Sanitary Code.
Plans and reports on capital improvement programs as they pertain to areas responsibility.
Assigns engineering and research studies to staff personnel.
Supervises the preparation of annual operating budget.
Skills
Thorough knowledge of the principles and practices of engineering as they relate to water supply and distribution.
Thorough knowledge of the New York State Sanitary Code and Public Health Laws as pertain to areas of responsibility.
Good knowledge of public administration and municipal budgetary procedures.
Ability to effectively plan and direct the work of subordinate supervisory personnel.
Ability to prepare comprehensive reports.
Ability to establish and maintain effective working relationships with associates and the public.
Training and Experience
Bachelor's degree from an accredited college or university with major coursework in Engineering and:
10 years of satisfactory full-time, paid experience in water supply or distribution engineering and operations of a large (50 million gallon per day or larger), municipal water supply operation. Five of these years must have been in an administrative staff position.
Possession of a current, valid Operator's license, issued by the New York State, Department of Motor Vehicles.
