Wage Information

Salary Range: $93,640-$135,084 (+$10 - $20/hour in benefits)

General Statement of Duties

This is a responsible, professional, and managerial position. An employee in this classification directs the management and administration of the Safety Director's Department of Building Inspection / Code Enforcement, which includes supervision, policy development, procedures, personnel safety, purchasing, training, and hiring for the Building Inspection, Code Enforcement and Zoning areas of the Department. The individual is responsible for and handling confidential materials such as inspection records, demolition notices, and personnel files. The Chief Building Official is responsible for the administration and supervision of the Building Inspection / Code Enforcement Department which includes responsibility for enforcing all municipal and state building, electrical, plumbing, heating, air conditioning, and energy conservation codes and regulations. The individual is responsible for direction of work and manner of accomplishment of the assigned departmental staff. The individual reports directly to the Director of Public Safety.

Minimum Qualifications

The Ohio Building Code requires that any person responsible for the overall administration of a building department and enforcement of the Ohio Building Code shall hold an ICC certification recognized by the Ohio Board of Building Standards as a Chief Building Official. Per State of Ohio certification as Chief Building Official Class I requirements, eligible candidates must have one of the following:

  • ten years of experience as a contractor or superintendent of building construction
  • at least five years of experience in building design and construction as an Ohio registered architect or professional engineer
  • at least five years of experience as a residential building official with a certified building department

Possession of Board of Building Standards certificates of competency in the building, electrical, HVAC and/or plumbing fields is desirable, but not required. Must possess a valid Ohio driver's license.

Unique Requirements/Physical Requirements

Knowledge of state and local building codes, regulations, and procedures. Knowledge of building trades techniques and materials. Ability to prepare technical and administrative reports. Ability to analyze situations and develop workable solutions. Ability to present ideas effectively, orally and in writing. Ability to establish and maintain effective working relationships with elected officials, department heads, City employees, other agencies and the general public. Ability to supervise departmental staff, including specialists in the electrical, HVAC and plumbing fields.

Essential Requirements

Performs supervisory, managerial, and administrative functions in the Safety Director's Department of Building Inspection / Code Enforcement as described above under General Statement of Duties.

  • Develops, implements, and evaluates departmental goals, objectives, policies, procedures, and operational standards.
  • Supervises, trains, mentors, and evaluates departmental personnel.
  • Recommends hiring, disciplinary actions, promotions, and personnel development initiatives.
  • Establishes work priorities and assigns staff to ensure efficient departmental operations.
  • Develops and administers the departmental budget and oversees expenditures.
  • Administers and enforces all applicable Ohio Building Code requirements and municipal ordinances.
  • Reviews complex permit applications, plans, specifications, and development proposals.
  • Issues notices of violation, stop-work orders, condemnation notices, demolition orders, and other enforcement actions as necessary.
  • Interprets applicable codes, regulations, and ordinances for staff, contractors, property owners, and the public.
  • Coordinates activities with state agencies, county agencies, utility providers, contractors, architects, engineers, developers, and other governmental entities.
  • Represents the department at meetings, hearings, and public forums.
  • Assists in the preparation and presentation of legislation, code amendments, and policy recommendations.
  • Provides professional assistance and technical guidance to residents, contractors, developers, business owners, and other stakeholders.
  • Responds to inquiries, complaints, and requests for information.

City of Canton permanent, full-time employees (working 30 hours per week or more) and their eligible dependents become eligible for comprehensive health benefits on the first day of the month following 60 days of employment.
